Employment Opportunity for a Finance Controller
To be based in Ho Chi Minh City:

Major Duties: Under the overall direction of the Head of Office and direct supervision of the National Finance Officer, the Finance Controller is responsible for assisting in the establishing and maintaining sound financial internal controls and accounting records of the IOM Viet Nam,
more particularly, the incumbent will:

1.    Verify that IOM financial policies and procedures are strictly followed;
2.    Assist in developing and maintaining appropriate internal controls to safeguard the Organization’s assets, control cash and prevent fraud, making recommendations for any adjustments, when necessary;
3.    Draft internal instructions and procedures for implementation of internal controls and mitigating the risks;
4.    Implement systematic reviews and spot checks of accounts and vendors;
5.    Improve financial oversight by analyzing results and variances; identifying trends; making presentations of findings; preparing reports; recommending actions;
6.    Reconcile various clearing accounts to ensure proper balance of projects in the mission;
7.    Prepare monthly expenditure control statements; monitor the progress of projects in the mission and provide suggestions to the Financial management team;
8.    Analyze financial data on a regular basis to ensure integrity and recommend any corrective action on a timely basis;
9.    Prepare documentations for auditors before and during the audit plan. Draft the mission’s response to the auditors, providing sufficient details to address the observations;
10.    Participate in elaborating and designing criteria for quality control on financial transactions performed;
11.    Verify monthly payrolls to ensure its correctness;
12.    Perform such other duties as may be assigned.

Education/Experience Required: 

  • University degree in Finance, Accounting, Auditing or related field; At least five years of work experience in financial auditing; Strong analytical and problem-solving skills; Ability to interpret rules and guidelines and to solve routine and non-routine issues in the field of Finance and Budget.
  • Good communication skills in English and Vietnamese; Excellent report writing skill in English is a must; Ability to establish and maintain effective working relationships in multicultural environment with external and internal partners.
  • Ability to take initiative, establish priorities, coordinate and monitor own work plan.
  • Discretion and maturity of judgement are required.
