Finance Coordinator

We are looking for a Vietnamese national for:

  • Vacancy: Finance Coordinator
  • Based in: Hanoi
  • Main Responsibilities:
    • In collaboration with and under the supervision of the Finance Manager/Director of Finance and Support Service, to ensure that the financial policies and procedures, control and system are followed/ implemented properly in accordance with Save the Children, donor regulations and government laws. Support management to sure that effective financial control and mechanisms are in place and work well to safe guard the financial assets as well as reputation/ profile of SCiV. In consultation with Finance Manager to ensure all sub-grants are well managed, supervision and finance visits to area offices are conducted, and build capacity for SC staff and partners on all matters related to financial management particular in control and compliance.
    • In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Partner Financial Management:

Finance Visit, Partner Assessment and Training Schedule

  • Prepare schedule for partners’ finance visits, partners’ assessment and induction based on partners’ reporting timelines, partners’ capacity, on donor requirements and sub-grant close out requirements;
  • Plan and arrange appropriate finance team members to the visits, ensuring sufficient time allocated to each finance visit;
  • Coordinate with finance officers in order to revise and update the visit schedules, keeping programme team informed of any changes.

Implementation of finance visits, partners’ assessment

  • Ensure the finance visits schedule are carried out and revised when required in order to reflect the actual situation;
  • Review findings from all finance visits and assessments so as to find out the partners’ weaknesses for improvement;
  • Follow up and ensure all findings and recommendations are realized by partners.

Carry out partners’ induction and training

  • Carry out partners’ training on financial management and on fraud raising awareness;
  • Ensure finance team members provide sufficient training to partners: for new partners, induction is compulsory; for on-going partners, refresh training is needed and refresh training should focus on partner’s weaknesses which have been pointed out during finance visits and assessment;

Preparation and update of partner guidelines and training packages

  • Verify the requirements for revising partner guidelines and training packages;
  • Draft the update of partner guidelines and training packages;
  • Support Finance Manager and Director of Finance and Support Service in finalizing the updated partner guidelines and training packages;
  • Support the roll out and introduction of partner guidelines and training packages when there are any updates.

Supervision of Accounting at Area Office and Managing Finance Officers at Area Office:

  • Verify payment, expenses occurring at field offices such as Northern, Central and Lao Cai Offices;
  • Conduct finance visit to Area Offices on periodical basis;
  • Coordinate with finance officers at area offices and senior finance officer (Control and Compliance) for smooth month/year end procedures;
  • Provide coaching to area offices’ finance officers, building their capacity in terms of finance visits, training skills;
  • Approve timesheet for finance officers in Hanoi and Lao Cai.

Support/Back up Finance Manager

  • Support in verification of Partners MoU and sub-grants budgets;
  • Support finance manager in overview/supervise the month end/year end process;
  • Support finance manager in the process of external audit;
  • Acting as Finance Manager when required.
  • Other tasks as required by line manager.

Key Competencies:

Essential

  • At least 7-10 years experience in financial management, preferably in international organizations, INGOs and/or bilateral organization
  • Solid understanding of Vietnamese government system and international development arena
  • Good financial management skill
  • Have strong sense for compliance
  • Having hand-on experiences in working with different accounting soft ware
  • Proven knowledge and skills in staff management
  • Good problem solving and negotiation skills
  • Excellent interpersonal, communication and teamwork skills
  • Excellent prioritization skill and ability to coordinate a variety of work activities
  • Fluent English speaking and writing skills
  • Proven commitment to children rights and equality of opportunity
  • Good computer and IT skills

Desirable

  • Bachelor’s degree in finance or relevant subject, MA is preferable
  • Knowledge of Vietnam development issues and NGO networks
