Hoa Sen University (HSU) is located in the center of Ho Chi Minh City – a dynamic center of Vietnam and the Southeast Asia region.  Founded in 1991, HSU was among the first institutions in Vietnam to recognize and focus on the unique educational needs of a developing society and built a reputation for excellence in vocational and technical education.  In 2006, HSU officially became a private university extending its educational offerings to include four-year Bachelor’s and Master’s degree programs.
Since its inception, HSU has been committed to quality training to meet the practical needs of business and society. The University currently has four faculties: Economics and Commerce, Science and Technology, Languages and Cultural Studies, and Polytechnics.  HSU offers academic programs at all levels (technical/vocational, postsecondary, undergraduate and postgraduate) with more than 7,000 students at three main educational facilities and many satellite branches providing professional training in information technology.

Position Description and Responsibilities:
You are responsible for providing leadership to staff within your department and help to develop and maintain an environment of high-quality service and performance.  You will establish long-range plans and implement short-range goals to further develop your department in line with HSU’s strategic direction. Your key responsibilities will be to manage all aspects of financial and accounting functions including general and management accounting, treasury, cash management, budget and tax planning, internal control and regulatory matters for the entire university. You will ensure accuracy, consistency, completeness and compliance with relevant accounting standards and financial policies.

Other duties will include but not be limited to the following:
- Manage and assess the performance of accounting/financial staff monthly and yearly to propose training, recruitment or replacement to further develop and improve service provision to HSU students staff/lecturers and external constituents.
- Continuously assess policies, procedures and processes and implement enhancements with the goal of providing more effective and efficient service to students and staff while reducing costs.
- Provide accurate, reliable and timely (monthly, quarterly & yearly) reports and statements.
- Advise the Management Board on the status of HSU’s financial position, operational results, and capital movements to ensure financial feasibility and conformity with HSU plans.
- Develop policies to effectively manage cash flow and arrange optimal financing solutions.
- Develop an effective budget management and monitoring process (prepare budgets, report results, analyze variances and take corrective actions); Train and work closely with Department/Center /Faculty Heads to ensure fiscal responsibility.
- Liaise and maintain good relationships with tax authorities regarding tax computation, tax planning, payment scheme and other tax related matters.
- Liaise with external auditors, outside investors, financial institutions and other key relationships.
- Participate in research and development projects and assist in evaluating project effectiveness in support of decision making for the Management Board.
- Coordinate timely and sufficient execution of all payables and reduce debt recovery time.
- Balance and propose dividends to shareholders and provide reports for investors as needed.
- Assists the Management Board with strategic initiatives by studying market and economic conditions and proactively suggest how to take advantage of opportunities and mitigate risks.
- Perform ad hoc duties and assignments as required by the Management Board.

Qualifications:
- Bachelor’s degree in Finance/Accounting/Economics and/or equivalent experience/training. Master’s degree and/or professional certification in related field is an added advantage.
- At least 10 years combined experience with at least 3 years in senior capacity (preferably as CFO, Finance Director or Chief Accountant) in an international environment in the service sector.
- Must be of high integrity, passionate, diligent and have strong work ethic.
- Strategic mindset with strong finance technical skills, business acumen and cost consciousness.
- Effective written/verbal and interpersonal communication skills (Vietnamese required, English desired); can communicate with students, parents, staff, lecturers, business contacts at all levels.
- Able to perform consistently with a high degree of accuracy and good attention to detail.
- Must be flexible and able to juggle multiple and shifting priorities, under pressure, while maintaining focus on overall departmental goals.
- Proactive, hands-on attitude and promotes a positive and professional work environment.   
- Strong command of Excel and proficient in use of Microsoft Office and common desktop/web applications; Knowledge in an ERP system is a plus.
