The Beth Israel Deaconess Medical Centre (BIDMC) leads the Partnership for Health Advancement Program (HAIVN) in Vietnam since 2003. HAIVN is a collaboration between Harvard Medical School (HMS), Beth Israel Deaconess Medical Center (BIDMC), and Brigham and Women’s Hospital (BWH). In Vietnam, BIDMC seeks to contribute to developing the capacity of healthcare providers and strengthening the healthcare systems, by supporting high quality medical education, medical research, and by improving the healthcare system and its quality.
BIDMC, through support from USAID, is currently implementing the project “Improving Access, Curriculum and Teaching in Medical Education and Emerging Diseases” (IMPACT MED). The project goal is to strengthen and expand undergraduate and graduate medical education curriculum reform and innovation to prepare current and future physicians for 21st century health challenges and promote equitable, evidence-based healthcare delivery in Viet Nam. BIDMC is seeking a Finance Coordinator, with the following responsibilities:
Overall Responsibilities
The Finance Coordinator is responsible for the local management of BIDMC’s financial procedures within Vietnam.
Specific Responsibilities
- Oversee all financial management procedures and ensure the project teams remain in compliance
- Track subcontract budgets according to U.S. government cost norms and financial regulations
- Accurately document and track financial transactions in Excel, including but not limited to monthly invoices, partner and vendor invoices, service contracts, and travel expenses
- Meet with project teams on a monthly basis to track budget vs. actuals and plan for new vendor requests, any outstanding invoices, and upcoming activities
- Process invoices and other payment requests for in-country expenses and accurately allocate line items to the appropriate project
- Collaborate with the Boston office and BIDMC grants administrators to process and track requests for payments and fund transfers via bank accounts, ensuring accuracy, timeliness, and compliance with BIDMC policies and donor requirements.
- Work with BIDMC partners and vendors to ensure timely and accurate submission of invoices and financial reports
- Support project managers in developing annual project budget plans and budgets for new grant proposals
- Work with the Boston office to prepare Expenditures Report and/or relevant reports requested by donors
- Track VAT expenditures, prepare declaration reporting and troubleshoot tax-related issues
- Maintain accurate and organized records for external audits
- Prepare monthly/quarterly/annual financial reports as requested
- Other tasks as requested
Required Qualifications
- Bachelor’s degree in finance, accounting or economics required;
- At least 7 years of finance experience;
- Sound knowledge of Generally Accepted Accounting Principles (GAAP) policies and procedures;
- Experience working at an international NGO; knowledge of USAID rules and regulations preferable
- Demonstrated experience and knowledge of reporting requirements to the government of Vietnam
- Ability to effectively use Microsoft Excel
- Familiarity and experience with international development principles and practice;
- Well-organized, detail-oriented, excellent verbal and written communication skills;
- Demonstrates maturity, professionalism, and a positive attitude
- Fluency in Vietnamese and English required.
