Finance Officer

Norwegian People's Aid (NPA) is an Oslo-based Humanitarian organization working in the fields of Mine Action and Development. NPA’s Vietnam Programme is primarily based on Mine Action and it supports a project office in Hue and a partner office in Quang Tri. NPAVietnam is seeking qualified Vietnamese national applicants for the position of Finance Officer for its Project office in Hue.

Main responsibilities:


• Supporting Finance Manager to maintain high standards of financial stewardship in Hue Project Office and to maintain the books of accounts and other financial records of the NPA adhering to the financial standards of NPA financial system to ensure accountability.
• Preparing accounting vouchers and review the correctness and adequacy of supporting documents submitted for payments. Prepare monthly field financial report and bank reconciliation on a monthly basic.
• Preparing and submitting completed cash flow forecast for Hue to Finance Manager each month.
• Inputting payment, receipt vouchers and other journals into AGRESSO
• Maintaining the journals listing file and updating the summary of journals listing on the last day of the accounting period.
• Making appropriate payments to staff and suppliers, including allowances, subsistence, travel, reimbursement of purchases and services.
• Checking, allocating and following up/chasing with relevant staff to clear standing balances with no inappropriate outstanding items for more than 3 months on weekly basic.
• Checking advance clearance, journals and travel claims done by operational staff within 3 days upon receipt.
• Ensuring on time and correct periodical PIT payment and reconciliation between NPA and Thua Thien Hue Tax agency and ensuring the annual PIT finalization for Hue project office staff

Personnel: Assist HR Manager in

• Registration, maintaining and coordinating for NPA Vietnam national staff’s Social, Health and Unemployment Insurance (SHUI) with respective government agencies
• Working with Thua Thien Hue Province SHUI agency to ensure that each/every NPA local national staff’s SHUI is on time, adequate, correct to their entitlement and in accordance with Vietnam current applicable laws
• Ensuring on time and correct periodical SHUI payment and reconciliation between NPA and Thua Thien Hue SHUI agency

Minimum qualifications

• BA in Accounting/Finance
• At least two (2) years of experience in relevant position
• Sound interpersonal & communication skills
• Computer literacy; knowledge and experience working with accounting software is a plus, especially with AGRESSO
• A proactive and critical thinker with high confidence
• A good team player as well as an independent worker
• Familiar with multi-cultural working environment
