Finance Officer

Australian Foundation for the Peoples of Asia and the Pacific (AFAP) is an international aid organization specialising in innovative projects in health, rural development and environment in Vietnam since 1989.

The organisation is seeking an experienced and qualified person to fill the position of Finance Officer to replace our Senior Finance Officer during her maternity leave. Duration of assignment is 6 months, from September 2012 to February 2013.

The Finance Officer is responsible to verifying the accuracy of financial information, maintaining and developing an appropriate accounting & financial reporting system in AFAP.

Job Description – Finance Officer

1.Key Function:
To verify the accuracy of financial information, maintain and develop appropriate accounting & financial reporting system in AFAP.

2.Reporting to
AFAP Finance Officer will be based in Ha Noi and report to Vietnam Country Director and Finance Manager at AFAP Head Quarter in Sydney.

3.Key Responsibilities
- Verifies all payment vouchers;
- Is responsible for financial and accounting reports;
- Is responsible for MYOB system management;
- Prepares monthly accounting report for Head Quarters, and makes sure that required financial documentation is sent on time;
- Oversees and verifies program financial: fund receipts for projects; partners’ advance and disbursement; checking justification documents from partners to ensure that all expenses follows AFAP guidelines;
- Ensures all financial transactions are adequately authorized and documented;?
- Prepares monthly payroll for employees and ensures payments and reporting to government agencies (Dipserco, Tax Department);
- Assists in budget planning, checks and consolidates budgets;
- Supports partners in financial management;
- Designs the project financial report and financial principles according to the donor’s requirement;
- Checks partners’ report and supports partners in accounting and finance;
- Carries out regular monitoring and supports to partner’s accountant;
- Supports audit.

4. Requirements:
- Qualified Accounting ability with minimum university degree in Accountancy /Finance/Trade or equivalent;
- At least 5 proven years of work in accounting;
- Sound knowledge of Vietnamese Accounting Standard and tax laws;
- Demonstrated ability to operate accountancy software such as MYOB is an advantage;
- Excellent financial management, reporting and monitoring;
- Ability to work effectively within a team;
- Ability to speak and write in English fluently is a must;
- Good computer skills (Word, Excel, Power Point).
