Finance Officer
The project "Improving quality basic education for ethnic minority children in three disadvantaged provinces in Vietnam” is a joint project of the Save the Children and implemented in cooperation with the Ministry of Education and Training (Department of the Ethnic minority education as the lead agency) in the three provinces of Yen Bai, Quang Tri and Dien Bien. The project is funded by a grant from the Japanese Social Development Fund (JSDF Grant No. TF093411), a trust fund managed by the World Bank. The total grant is USD1,809,000. The overall objective of the project is to assist the government of Vietnam in supporting children aged 5–14 from ethnic minority communities in three provinces of Vietnam to complete a quality primary education and continue their education in lower secondary school. The project is looking for a dynamic Vietnamese citizen for the position of Finance Officer.

Main Responsibilities
In close consultation and cooperation with local project partners, and relevant Save the Children staff especially project manager , the main task of finance advisor is to manage the all finance issues related to JSDF grant including sub-grants/sub-contracts with local partners, ensuring those agreements are implemented properly and in accordance with Save the Children, donor regulations and government laws as well.
Key Competencies:
- University degree in Finance and/or Accounting
- Three years work experience as an accountant for an NGO or a Foreign Company
- Experience in programme financial management
- Experience of administration and human resource management desirable
- Good command of computer software: Excel, SUN, Winword.
- Ability to work independently, as well as in a team
- Good time management skills
- Experience to work with World bank financed project is preferable
- Willingness to travel and work in the rural areas where the project’s main activities are located.
