Position Title: Finance Officer
Position Description: Long-term position to do financing for the TCAM, IUG and VSEP Project Management Unit

BACKGROUND

VSEP is a Department of Foreign Affairs, Trade and Development Canada (DFATD Canada) – funded project to strengthen Vietnam’s Technical and Vocational Education and Training (TVET) sector to better serve the Vietnamese growing economy. The project’s goals are to strengthen Vietnamese capacity for TVET leadership and management at national and provincial levels and to strengthen the management of the TVET system in three provinces (Hau Giang, Vinh Long and Binh Thuan) as well as to improve the performance of one leading institution in each province namely Hau Giang Community College, Vinh Long Community College and Binh Thuan Community College.

The project supports the development of two Training Centres for Advanced Management (TCAMs), one in Ho Chi Minh City (in VNU) and one in Hanoi (in NIEM), which will serve as the focal point for the development and transformation of the TVET system based on market-driven, competency-based methodologies. The TCAMs will collect, document, disseminate and provide training in lessons learned and best practices to TVET leaders and managers at the national and provincial levels.

This TOR is for the Finance Officer of the VSEP Project Management Unit/TCAM. Since the TCAM in Ho Chi Minh City, a centre of IUG, is in start-up mode, the financial responsibilities for the PMU and for the TCAM/IUG have been combined into one position. 

RESPONSIBILITIES OF THE POSITION

The duties fall into two main areas: Financial Management of the PMU; Financial Management of the TCAM/IUG. The specific responsibilities are the following:

Financial Management of the PMU

  • Support the PMU Director and PMU Coordinator to prepare and submit to the Canadian Executing Agency of the project, Agriteam Canada, Annual Work-plans outlining the expenditures related to Flow-through funds including procurement, training and other PMU/TCAM-related expenses;
  • Work closely with the Finance Officer of the Field Office (FOFO) and PMU Coordinator to prepare quarterly requests for cash advances based on annual work-plan;
  • Set up tracking system and track expenses related to implementing activities for the reporting quarter;
  • Monitor the day to day financial operations of the TCAMs at VNU and NIEM activities related to Flow-through Funds and manage day to day book keeping including financial approvals, forecasts, controls and reporting actual expenditures of funds received, manage expense claims, manage accounts receivable and payable with other institutions and companies, liaise with the bank for all banking transactions;
  • Administer staff payroll including payment of personal income taxes to the Tax Authority; 
  • Develop contracts and prepare payments for short term contracted consultants and maintain good electronic and hardcopy records of all payments;
  • Respond to requests from Agriteam Head Office.

Financial Management of TCAM/IUG

  • Support the TCAM Management Team to develop annual work-plans including budgets and ensure coordination with the work-plans and budgets of the PMU, the Field Office and other counterparts;
  • Track and manage revenues and expenditures from activities according to Business Plan and Annual Work-plan;
  • Provide advice to TCAM Management Team on achieving sustainability of the TCAM;
  • Prepare TCAM financial statements and reports, including compiling all financial data and summarizing expenditures;
  • Conduct financial operation and manage day to day book keeping including financial approvals, controls and reporting actual expenditures of funds received, manage expense claims, manage accounts receivable and payable with other institutions and companies, liaise with the bank for all banking transactions;
  • Prepare annual Financial Statements including Profit & Loss, Balance Sheet and Cash Flow Statements;
  • Facilitate the external auditing and provide responses to Auditors as required.

QUALIFICATIONS AND EXPERIENCE

  • A Bachelor’s Degree in Business Administration or similar field;
  • A Certificate of Chief of Accountant or equivalent;
  • Minimum of 5 years’ experience in an office environment, preferably working with donor projects and in particular with DFATD;
  • Demonstrated understanding of Vietnamese financial reporting systems including mandatory employee and employer deductions (medical etc.), taxes, tax submission (PIT), employee certificates at year end, leave and submission requirements and deadlines;
  • High level computer skills, using the Microsoft office suite (Word, Excel, and Power Point);
