Job Description

Position Title: Finance Officer
Reports To: Operations Director

Overview

USAID V-LEEP helps the Government of Vietnam (GVN) establish an effective policy, regulatory, and incentive environment for low-emission growth in the energy sector, while simultaneously attracting investment in renewable energy (RE) development and energy efficiency. V-LEEP works closely with private companies to support the development, financing and implementation of grid-connected renewable energy (RE) projects throughout Vietnam. V-LEEP’s efforts include a close collaboration with the Electricity Regulatory Authority of Vietnam to enable the use of a corporate procurement mechanism – Direct Power Purchase Agreements (DPPA) – that leverages the purchasing power of large corporations; helping them meet their global sustainability commitments while leveraging additional foreign direct investment. V-LEEP also helps the Electricity and Renewable Energy Authority (EREA) of the Ministry of Industry and Trade to design, refine, and implement policies and programs that encourage RE.

Position Description

V-LEEP is looking for qualified candidates to fill a full-time Finance Officer position. The position will support the Operations Director in accounting, finance, procurement and general administration of a project. Ideal candidates will have significant previous experience with accounting, financial support, office administration, and experience working on official development assistance (ODA) funded projects is preferred, with additional preference given to those with past experience providing financial and administration support on USAID projects.

Duties and responsibilities of the Finance Officer include:

  • Assist the V-LEEP Operations Director, Project Manager, and Chief of Party in a variety of tasks related to operations, financial management, and general office administration;
  • Assist to collect input and prepare monthly financial projections and wire transfer request to HO;
  • Assist with local payments, prepare documentation for payments, and ensure compliance with USG rules and regulations;
  • Support the tracking of value added tax (VAT) and requests for VAT reimbursement from local tax authorities (upon receipt of project approval) on a regular basis;
  • Support to ensure Personal Income Taxes (PIT) for consultants are withheld and PIT finalization is made for the office at the end of the calendar year in a compliant fashion;
  • Help ensure the compliance to other tax requirements;
  • Assist with the preparation of monthly bank reconciliation. Process monthly expense report;
  • Assist in preparation and review of financial reports to USAID at request;
  • Conduct general office support activities as required by the Operations Director and project.

Skills and Experience

In addition to having the ability to fulfill the responsibilities noted above and past experience which demonstrates this ability, the following skillset/experience is desired:

  • Vietnamese nationality
  • At least five years of relevant experience in Vietnam is required, preferably in a accountant or financially-related role.
  • Knowledge of Vietnamese tax regulations
  • Ability to effectively use computer software including word processing and advanced spreadsheet applications
  • Ability to track budget and expenditures against estimates.
  • Good command of written and spoken English
