BACKGROUND INFORMATION
Microfinance and Community Development Institute (MACDI) is a local NGO established in 2007 in the fields of sustainable livelihood, education, health, gender, environment, and climate change.
MACDI provides management and technical expertise to the inclusive education project for children with disabilities. The project will operate in partnership with the Ministry of Education, Training and Departments of education and training at provincial level and other related stakeholders.
MACDI recruits 2 staff:
1. Financial Manager/ Accountant
Title: Accountant
Report to: MACDI Director, Officers, Managers
Purpose of the Job:
MACDI and project accountant:
- Under the supervision of the MACDI team and project team, accountant will be responsible for performing day-to-day financial transactions related to MACDI, updating records in the bookkeeping system, and ensuring all supporting documents comply with MACDI’s rules and regulations. Additionally, this position will be responsible for monitoring the budget, preparing accurate financial reports, and ensuring proper filing of all financial documents.
- Provide financial information, feedback, and recommendations (if any) to the Project team
- Conduct reporting and budget management
- Assist the project/programme team with budget planning and monitor the project budget.
- Review monthly partner reports to ensure data is properly justified, and that costs align with the budget and cost norms
- Prepare and submit monthly finance reports, along with feedback and recommendations (if any), to the Project/Programme team
- Assist the project team in preparing financial reports for donors.
- Support to Field Project Team and Partners
- Provide support to partners regarding financial regulations, budget monitoring, and monthly finance reports
- Assist the project team in the preparation and monitoring of budgets
- Conduct field visits, as needed, to support the Project team and partners
- Ensure that project financial documents are properly filed and stored
- Perform other tasks as requested by the project team.
Conduct MACDI daily work:
- Ensure accurate and timely processing of financial transactions related to MACDI. Maintain and update financial records in accordance with MACDI’s policies and regulations
- Monitor MACDI expenditures to ensure they remain within the approved budget and provide regular updates
- Review and verify the financial reports submitted by partners to ensure compliance with financial guidelines and project requirements
- Ensure that all financial documents are properly filed and easily accessible for audit purposes
- Accurate and timely prepare financial reports
- Manage the budget, ensuring all expenditures are tracked and managed within budgetary limits
- Coordinate with partners to ensure the timely submission of financial documents and reports
Work Experience
- At least 2 years of experience in financial and accounting roles, preferably in international development organizations
- Proven experience in budgeting, financial reporting, and monitoring, particularly for foreign-funded programs or projects, is desirable
Knowledge, Skills and Abilities
- Financial Knowledge: Strong understanding of finance, accounting principles, and bookkeeping processes, with knowledge of the local Vietnamese regulatory environment
- Proficiency in Financial Software: Skilled in Microsoft Office Suite (Excel, Word) and other financial management software; familiarity with accounting systems is an advantage
- Attention to Detail: Ability to ensure accuracy and completeness in financial reporting, invoices, and other financial documents
- Time Management: Excellent organizational and time management skills, with the ability to prioritize multiple tasks and meet deadlines in a fast-paced environment
- Communication Skills: Strong communication and interpersonal skills, with the ability to explain complex financial information to non-financial stakeholders and team members
- Teamwork & Independence: Ability to work effectively both independently and collaboratively within a team
- Problem Solving: Demonstrates the ability to identify financial discrepancies, investigate issues, and propose practical solutions

- Fluent in both spoken and written English.
2. MELP Officer
POSITION SUMMARY
MELP Officer is responsible for monitoring, evaluating and documenting lessons learned of project implementation. MELP Officer will also monitor and track project progress achievements, identify challenges and obstacles through proper documentation in which further be the basis for organizational learnings.
MELP Officer works in close collaboration with the project team, and donor. Whenever required, MELP Officer will also be working in close collaboration with external parties, i.e. government agencies, local authorities and relevant stakeholders.
PRIMARY RESPONSIBILITIES
Primary responsibilities include but are not limited to the following:
- Support the Project Manager in project planning and organizing activities to achieve project goals.
- Maintain positive relationships and regular communication with partners, local agencies and sponsors to successfully complete project goals.
- Prepare project activity reports and expenditure reports. Support writing monthly, quarterly and annual activity reports for the Project.
- Work with Monitoring, Evaluation and Learning (MEL) Officer in the timely and accurate preparation of results-based progress reports to inform decision making process.
- Coordinate project activities, and/or work with consultants and partners in the field.
- Collect information related to the project in the area to serve the management and development of project components.
- Work with the PM and project team members to analyze and report on lessons learned, case studies or stories of changes and other factors that should better inform project implementation and development
- Monitor the approved project budget. Coordinate with accountants to check payment documents and perform administrative work related to the project.
- Work closely with project team members and with government agencies and partners to provide support to conduct relevant meetings, prepare meeting minutes and document findings and recommendations from the project activities with the partners and government agencies
- Work alongside with project team to implement meetings, trainings, advocacy and other related activities conducted by the Project and help integrate innovative content and best practices into project activities.
- Develop project planning and organizing project activities to achieve project goals.
- Develop Work Plan and deploy the activities with other field project officers
- Develop Monitoring and Evaluation and Learning plans for field-level projects.
- Draft concise, high-quality reports, articles, or summaries on a daily or ad-hoc basis on project activity progress or outcomes.
- Develop and maintain a strong network of contacts in target communities.
- Represent the project positively and professionally in both internal and external environments.
- Travel to remote areas and work independently to monitor project activities if required.
- Produce frequent activity notes documenting activity outcomes for the beneficiary database.
- Identify information and produce periodic case studies or stories of changes to measure the impact of activities and assist with project-level evaluation.
- Take high-quality, impactful photos of the communities, individuals and beneficiaries impacted by the project’s activities. Photos should be taken before, during, and after project activities to document change and impact.
- Contribute to produce evaluation reports for each activity based on prescribed format after visiting a project site for verification of indicators.
- Translate MEL findings into success stories and other social media products in coordination with project team
- Assist in the preparation of weekly, monthly, quarterly and annual reports to partners and donors.
- Work with the PM and project team to analyze and report on lessons learned, and other factors that should better inform project implementation and development.
- Advocate and promote scale-up of best practices and cost-effectiveness with both staff and stakeholders.
- Work closely with project team and with government agencies and partners to provide support to conduct relevant meetings, help prepare meeting minutes and document findings and recommendations from the project activities with the partners and government agencies
- Work alongside with project team to implement meetings, trainings, advocacy and other related activities conducted by the Project and help integrate innovative content and best practices into project activities.
- Perform other tasks, as assigned.
REQUIRED SKILLS AND QUALIFICATIONS:
- Minimum Bachelor’s degree in the social sciences (development studies, sociology, and international development) or other relevant field. Master’s Degree preferred.
- Minimum 3-5 years’ experience in monitoring, evaluation and learning. Experience in performance measurement for the development projects activities, in the inclusive education, gender and social inclusion issues would be an advantage
- Experience in designing monitoring and evaluation systems for new projects
- Strong research and qualitative data analysis skills e.g. context analysis.
- Demonstrated analytical ability and experience in report writing.
- Excellent record keeping, and documentation skills are required.
- Experience working with NGOs at the national/province/district level
- Experience in project implementation, community mobilization and participatory approach, including networking/coordination among different local partners.
- Good interpersonal and communications skills in Vietnamese and English
- Proven ability to pre-plan critical actions, carry out actions in an efficient and timely manner
- Ability to take initiative and focus on results. Ability to multi-task and perform under pressure. Ability to work with minimum supervision.
- Must be fluent in English, both writing and verbal communication.
