AUSAID TECHNICAL ASSISTANCE FOR FOR RESULT-BASED RURAL WATER SUPPLY AND SANITATION PROGRAM UNDER THE NATIONAL TARGET PROGRAM IN 8 RED RIVER DELTA PROVINCES

1.The State Audit of Vietnam (SAV) has received financing through the AusAid-World Bank Strategic Partnership in Vietnam Trust Fund under the Grant TF013061.SAV uses this financing to hire consulting services to assist in the independent verification of results of disbursement cycles for the Program for Results (PforR) Rural Water Supply and Sanitation Program (Program) under the National Target Program in 8 Red river delta provinces. So far, SAV has already contracted with one consulting firm as the generic Independent Verification Agent (IVA) for verifying the Program results of the periods 1 and 2 (years 2014 and 2015). For the next period, SAV is expected to procure another bid for selecting the generic Independent Verification Agent (IVA) for verifying the Program results in the next Period 3 (Year 2016).  Therefore, SAV now would like to invite consulting firms to Expresstheir interests in Consulting Services of Verificationof Period-3 Results for the Program.

2. Objective of the Assignment

The objective of the consulting services(“the Services”) is to carry out physical and paper verification of the results of key water and sanitation indicators included in the Provincial Plans for Rural Water Supply and Sanitation of the eight (8) provinces participating in the Program, including PhuTho, Quang Ninh, Ha Noi, Hung Yen, Bac Ninh, Ha Nam, VinhPhuc, and Thanh Hoa.The key indicators to be verified relate to the level of access to clean water supply expressed by the number of functioning water supply connections, access to new improved household latrines, the number of people who have achieved the status of commune-wide sanitation (defined by a minimum of 70% if improved household sanitation coverage in a certain commune plus sanitation facilities in schools and clinics) and completion of annual plans and reports.

3.  The scope of the services includes the following tasks:

Task 1:Permissions, insurance, etc;
Task 2:Random selection of sampling units, on an annual basis;
Task 3: Support for data collection using mobile hand-held data capture device;
Task 4: Training of enumerator teams;
Task 5: Conduct a successful verification pilot test prior to each annual data collection exercise;
Task6: Successful implementation of the annual data collection exercise in all of the planned/substitute sample locations;
Task 7: Annual Verification Report;

4.  The SAV now invites eligible consulting firms/associations of consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that they have the required qualification and relevant experience to perform the Services. The  shortlisting criteria includes the followings:

  • Demonstrate to have auditing and/or technical auditing expertise;
  • Demonstrate to have skills, technical qualifications and experience in designing and implementing large-scale qualitative and quantitative household surveys and interviews in Vietnam including the application of rigorous statistical sampling methodologies;
  • Demonstrate to have skills and technical qualifications in the rural water supply and sanitation sector;
  • Demonstrate to have the ability to clearly communicate, both orally and in writing in English and Vietnamese;
  • Demonstrate to have human resources capable of implementing the Services, and
  • Demonstrate to have transparent financial situation and capable financial competency.

5.  Interested Consultants are kindly requested to submit their expression of interest with in English or Vietnamese language indicating that they are qualified to perform the Services (including general qualification, verification qualification, photos of original necessary documents, description of similar and appropriate experiences, availability of human resources, etc.).

6.  The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

7.  Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

8. The consultants will be selected in accordance with the Quality Cost BasedSelection (QCBS) methodset out in the Consultant Guidelines.

9.  Interested consultants may obtain further information during office hours, Monday - Friday, from 9 A.M. to 16 P.M.

10.  Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by Monday, September 7th , 2015 by 23:59.
