FLEGT Senior Project Officer

The Centre for Sustainable Rural Development (SRD), a Vietnamese non-government organization (VNGO), is committed to empower disadvantaged communities in rural and mountainous areas to adapt to changing environments, and to sustainably manage livelihood systems in an equal and compassionate society. Founded in 2006, SRD has conducted nearly 50 projects with the main focus on sustainable agriculture, rural livelihoods, climate change, local governance and pro-poor policy advocacy. SRD is a founding member and the chair of two large networks of VNGOs related to Climate Change (VNGO&CC network) and Forest Governance (VNGO-FLEGT network), and an active member of many other local/regional networks and policy forums.

SRD is currently implementing 3 projects related to FLEGT - Forest Law Enforcement, Governance and Trade funded by the EU, DFID (through FERN) and FAO. The projects focus on strengthening the roles and capacities of civil society organizations (CSO)/ Vietnamese non-governmental organizations (VNGO), in order to bring the voices of vulnerable forest-dependent households into the negotiation process, as well as assuring that improved forest governance and increased land use rights for communities are major outcomes from the implementation of the Voluntary Partnership Agreement on FLEGT.

Currently SRD is looking to appoint 01 suitably qualified Vietnamese candidate to fill the position of FLEGT Senior Project Officer to manage and deploy 3 projects on FLEGT with the supports of other SRD project officers.

FLEGT Senior Project Officer will work under the direct management of the Climate Change Manager and will closely collaborate with the VNGO-FLEGT Network Coordinator and members.

The successful applicant will be based in Hanoi with travels to projects’ sites when necessary.

This position is a great opportunity for the suitable applicant to advance his/her promotion/career development in the open and dynamic working, learning and sharing environment of SRD. While the initial contract is full-time for the duration of one year, a contract extension is possible and will be based on performance. The above projects are expected to last until 2017.

Overall responsibilities:

1.Manage, coordinate and deploy projects’ activities according to financial project budgets and in accordance with the provisions of SRD, the donors, as well as the laws of Vietnam.
2.Develop project implementation plans and write reports according to the provisions of SRD and donors.
3.Provide technical support for local project partners and monitor the implementation of project activities at project sites.
4.Play an active role in improving the understanding of VPA/FLEGT and forest governance for local partners and people at project sites.
5.Document and share project results with SRD’s Communication Officer and relevant project stakeholders and provide updates on websites of SRD and the VNGO-FLEGT network.
6.Develop good collaborative relationships with relevant project stakeholders (including donors, relevant governmental agencies, organizations in the VNGO-FLEGT networks, forestry experts, etc).
7.Provide technical supports in forestry for FLEGT project officer including international staff.
8.Perform other related work as required by the Climate Change Manager.

Qualification and competencies required:

1.Bachelor or Master Degree in forestry or relevant subjects.
2.At least five year working experience in forestry, foreign-aided forestry projects and knowledge on VPA/FLEGT would be an advantage.
3.Skills and experiences in project management.
4.Experiences and skills in working with relevant stakeholders.
5.Excellent communication skills in a multi-cultural environment.
6.Good skills in writing project reports and, research reports.
7.Fluent both in English and Vietnamese.
8.Ability to work independently under minimal supervision as well as in a team.
9.Good computer skills, especially using the Microsoft Office Suite, including Excel, Word and PowerPoint.

Remuneration:

Net income would be US$ 800-1.000/month depending on candidate’s qualifications and competencies.
