FFI-Vietnam Programme is now seeking for a Forest Inventory Expert to work in Kon Tum

TERMS OF REFERENCE
Position title:     Forest Inventory Expert
Report to:         National Project Manager
Duty station:    Based in Kon Tum province, with frequent travel to project site in Kon Plong District and other Parts of Vietnam, as required.   
Contract period:    Two and a half year

Background
As part of efforts to support the country’s commitment to mitigate climate change, improved livelihoods and conserve forest and biodiversity, FFI is implementing EU funded programme entitled “Developing community carbon pools for Reduced Emissions from Deforestation and Forest Degradation, plus enhancing forest carbon stocks (REDD+) projects in selected ASEAN countries”.
In Vietnam, the Community Carbon Pool Project is located in Kon Plong District, Kon Tum Province.

Main Duties
Under the supervision of National Project Manager, Forest Inventory Expert will:
Technical advice
1) Lead the development of Forestry Inventory and Carbon Stock Assessments
2) Ensure that activities and methodologies are compliant with the guidelines set by the Verified Carbon Standards (VCS)
1) Lead and train local communities in participatory forest carbon inventory and monitoring
3).
4) Provide assistance in policy developments relevant to the national REDD+ framework.
5) Report on technical aspects of the project and provide the required technical assistance.
6) Provide overall technical guidance, advice and support to the project teams.
7) Provide technical advice and assistance in the organization of project events.
8) Provide advice in strategic planning for project coordination and implementation so as to achieve the project objectives, including the proper planning of workflow and efficient utilization of project resources
9) Actively liaise with project personnel, including consultants/experts, on matters pertaining to the implementation of the project interventions.
10) Support the works of consultants and sub-contractors and sub-grantees, and provide technical input where appropriate.
11) Actively engage in policy reform dialogues at local and national government levels.
12) Assist in the development training materials and programs for training carbon stock field teams
13) Data analysis: documentation associated with field inventory sampling, processing field biomass samples, and data analysis procedures for carbon stock survey.
14) Coordinate preparation and implementation of field surveys, including; organisation of liaison with relevant stakeholders and authorities, budget preparation and management of logistical support for field teams.
15) Facilitate quality control of field data collection through in-field supervision of field teams, quality checking of field plots and communication of spatial and statistical survey design principles with the carbon stock pilot study field teams.

1) Develop annual and quarterly activity and budget plans, and shorter time plans if necessary.
2) Build and maintain good relationships with partners in the implementation of project activities.
3) Other tasks that may be asked by supervisors.

Requirements
1) Hold degree in forestry and nature resources management; Postgraduate degree (master) preferred.
2) At least 5 years working experiences in Community Forest Management, Participatory Forest Inventory/Natural Resources Assessment.
3) Expertise on carbon stock assessments and REDD+ projects and activities; and solid knowledge on the IPCC guidelines and standards for REDD+ projects as advantageous.
4) Excellent writing and communication skills in Vietnamese and English.
