Gender Advisor - Clean Cities, Blue Ocean
Gender Advisor - Clean Cities, Blue Ocean (CCBO), Vietnam
The USAID-funded Clean Cities Blue Ocean project in Vietnam, implemented by Tetra Tech International Development is currently accepting expressions of interest for a Gender Advisor. This position will be located in the main office in Hanoi.
Gender is integrated into and crosscuts all objectives. Women play a particularly large role in solid waste management (SWM), especially at the lowest levels, as informal waste collectors and recyclable sellers and employees in junk shops, and women may have SWM and 3R responsibilities in their homes. However, women are missing or highly under-represented in the higher levels of the SWM and 3R sector. Furthermore some of the 3R / SWM literature makes unwarranted assumptions about gender. For example, much of the literature assumes that women are the “household waste managers,” without any research evidence. The majority of the few studies that have examined the issue have not found household solid waste to be a particularly feminine responsibility.
CCBO works closely with grantees in Vietnam to achieve its program objectives. The grants program is designed to identify and implement locally-led, sustainable solutions and approaches that support the program’s objectives to combat ocean plastics pollution directly at the source. CCBO test new or evidence-based approaches, technologies, or tools that have the potential to be replicated, scaled, and sustained. The lessons learned and results of CCBO grants help expand the body of knowledge of successful and replicable 3R/SWM models that can be recommended to government, the private sector, civil society, and other international development actors for future investment, programming, or policy change. The effect on gender status and WWE are important parts of deciding the success of 3R/SWM models.
The objective of this assignment is to advise, monitor, and build capacity for Gender equality and women’s economic empowerment aspect of CCBO grants with organizations in Vietnam and to provide other technical assistance in gender, as needed. The Gender Specialist will train CCBO grantees in gender and assist them in helping to transform gender roles and status to achieve gender equality.
Qualifications:
- Minimum of 7 years of experience working in gender and development in Vietnam required.
- Bachelor’s degree in gender and development, social sciences, public administration, business and management, other relevant academic discipline is required. Master’s degree preferred but not required.
- Strong background and experience in gender mainstreaming and women’s economic empowerment, coaching, and training in the Vietnam.
- Familiar with both the private and NGO sectors.
- Experience in one or more of the following technical disciplines or sectors preferred: recycling and waste management, municipal management, community engagement, public policy and governance, environment, natural resources management or other technical areas.
- Familiarity with building capacity of nongovernmental and government organizations in Vietnam.
- Writes and speaks fluent Vietnamese and English languages.
- Must be a Vietnamese national.
