Gender Consultant

1.Background and Purpose

CBM has partnered with Dien Bien Provincial Health Department to implement the project titled “Strengthening Inclusive Eye Care Services in Dien Bien, 2014 – 2016”. Aiming to reduce avoidable blindness in Dien Bien, the project plans to achieve three specific objectives (1) to improve the skills of health professionals to provide well qualified of eye health staff that can provide good quality inclusive services, (2) to improve local awareness of availability of affordable and quality inclusive eye care services through community health education and outreach activities, particular of women, children and all people with disabilities, (3) to strengthen the management and coordination of eye services through the Provincial Management Unit (PMU).

We are now looking for a gender specialist who will be responsible for conducting a workshop that addresses issues related to gender mainstreaming.

The workshop should be designed to provide an introduction to gender concepts, gender-related policies, gender in healthcare, and gender mainstreaming.  Specifically, this two-day workshop shall consists of the following sessions:

1)Introduction to gender (concept, definition, law, policies, gender equalities in Vietnam in general and health sector in particular) and rationale to integrate gender mainstreaming into projects.
2)Gender mainstreaming analysis in project context and its impacts.
3)Participants will be guided to develop a gender strategy paper which includes verification of project gender indicators; a gender monitoring and supervision tool that focuses on tracking progress with regard to gender targets and objectives as set out in the project. That tool should also facilitates the collection of gender disaggregated data on the project impacts on gender equalities on eye health. The gender strategy paper should have a plan for completion and evaluation. 

2.Target participants

Participants primarily consist of project implementers from the provincial eye center, district hospitals, district health centers and representatives (either provincial or district level) from the Vietnam Women’s Union.

3.Tentative Timeline

Workshop: 2nd or 3rd week of December 2014
Venue: Dien Bien city, Dien Bien province

4.Tasks of the gender specialist

a.Design the workshop agenda according to the key areas identified above
b.Facilitate the workshop
c.Write a 5 page gender strategy paper (in English and Vietnamese) basing on data gathered from the workshop. The report will also serve as a guide for CBM and its partners to conduct follow-up activities.

5.Requirements for gender specialist

During the course of the assignment, the specialist will be liaising with the CBM project officers assigned to the project, under the general supervision of the CBM Country Coordinator. 

Qualification requirements include:

a.Proven experience in gender mainstreaming, particularly in health programmes
b.Expertise in the use of participatory workshop methodologies
c.Good knowledge of health care related development projects
d.Proven ability to coordinate well and smoothly with contracting agencies and their partners
e.Strong commitment to deliver high quality output that is suited to the needs and context of workshop participants.
