Project Objective

SI is implementing the USAID/Vietnam Learns Contract (USAID Learns). The scope of the five-year project is to support USAID/Vietnam staff and partners to implement more efficient, effective, and transparent programs by improving: (1) USAID and Implementing Partner (IP) capacity to achieve expected results; (2) USAID’s understanding and tracking of project performance; and (3) collaborating, learning, and adapting (CLA).

Background

USAID/Vietnam has implemented biodiversity conservation and forestry programs throughout the country for several years, aiming to protect tropical forests and landscapes, support the management of natural resources, and address the social, economic, and climate pressures that contribute to environmental degradation. USAID is refocusing its efforts on biodiversity for the future and is currently conducting a wide-ranging landscape analysis of challenges and opportunities in biodiversity conservation. To better inform this work, USAID is interested in delivering a gender and inclusive development analysis exploring conservation-related issues affecting women, girls, men, boys, and gender-diverse individuals, as well as other communities.

Purpose and Use of the Analysis

Learns will deliver a focused analysis to inform USAID/Vietnam on the gender and inclusive development dynamics of conservation in Vietnam, and will facilitate discussions with the Office of Climate Change and the Environment (OCEE), and others with an interest in the topic, to understand the findings and identify opportunities to apply them in future programming. This analysis will identify, understand, and explain conservation-related issues affecting women, girls, men, boys, and gender-diverse individuals across Vietnam.

Research Questions

The analysis will refer to the ADS Chapter 205 domains of (1) laws, policies, regulations, and institutional practices, (2) cultural norms and beliefs, (3) gender roles, responsibilities, and time use, (4) access to and control over assets and resources, and (5) patterns of power and decision-making.

The analysis will seek to answer the following research questions:

  1. Context: What are the key gender and other inclusive development issues in the ADS 205 domains in biodiversity?
  2. Opportunities: How can USAID maximize gender equality and inclusive development in new and existing biodiversity conservation programming? What bright spots could be built upon?
  3. Risks: What possible threats or other challenges might emerge or persist during future programming?

Where it is not possible to answer one or more of these questions through a desk review, the analysis will note the absence or weakness of existing secondary data and recommend to USAID to conduct further analysis through future awards. 

Position Description

USAID Learns seeks a Gender Equality and Social Inclusion Expert to help conduct this assignment. The Expert will work closely with a Research Coordinator to conduct the assessment under the supervision of the Learns Task Manager. USAID Learns will provide additional support in terms of project management, quality assurance, event facilitation, and interpretation/translation if necessary.

Methodology

The analysis will be conducted primarily through a desk review of government policies, academic publications, global and national data sets, and programming reports capturing existing quantitative and qualitative data on key gender and inclusive development gaps and dynamics under each domain. Primary data collection is not anticipated. The analysis is not intended to be a comprehensive picture of gender and inclusive development issues in biodiversity in Vietnam; future implementing partners will be expected to build on this analysis with reference to their own specific programming geographies and objectives.

Level of effort (LOE): up to 25 days

Responsibilities

  • Lead the desk review, taking into account guidelines provided by USAID and USAID Learns.
  • Work collaboratively with Learns’ Task Manager and the Research Coordinator to write the analysis report, to prepare and deliver presentations of key findings and recommendations to USAID.
  • Work collaboratively with other team members to revise and finalize the report according to USAID and Learns’s comments and feedback.

Qualifications 

  • A senior professional with at least 10 years of experience leading and conducting research and assessment of gender equality and social inclusion;
  • A Master’s degree in a discipline related to social sciences, gender equality, the environment, or other relevant field;
  • Experience conducting desk reviews related to gender equality and social inclusion;
  • Knowledge of USAID rules, regulations, and procedures is desirable;
  • Ability to work independently to meet deadlines and adhere to high-quality standards;
  • Fluency in English & Vietnamese and in-depth knowledge of the operating environment in Vietnam are required.?
