Gender Specialist

SNV Vietnam is looking for a Gender Specialist for the Enhancing Opportunities for Women’s Enterprises (FLOW/EOWE) Programme Vietnam project, based in Hanoi with frequent travel (Employment Contract)

The “Enhancing Opportunities for Women’s Enterprises” (EOWE) is 5 year programme being implemented by The Netherlands Development Organisation SNV in Kenya and Vietnam. The Programme is part of the Funding Leadership Opportunities for Women (FLOW) programme funded by the Netherlands Ministry of Foreign Affairs, Social Development Department (DSO).

FLOW/EOWE will be implemented in collaboration with local partners in three central provinces of Vietnam: Quang Binh, Binh Dinh and a southern central province (and selected Arid and Semi-Arid Counties in Kenya), leveraging on existing projects and relationships to ensure more benefits for women.

The programme aims at advancing women’s economic participation and self-reliance in Kenya and Vietnam by creating a conducive environment for female entrepreneurship as a vehicle for change. It shall enhance implementation of gender sensitive policies while tackling socio-economic barriers at local levels to improve the enabling environment for Women’s Economic Empowerment (WEE) in trade.

In addition, it will support women to enter business, as well as those already in businesses, to increase their profitability and viability so as to address inequalities in the economic arena. FLOW/EOWE will build the capacity of local actors to be central pillars of this change.

SNV Netherlands Development Organization has been working in Vietnam since 1995. Using market based approaches and balancing benefits for gender equality promotion, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+. The Vietnam FLOW/EOWE sub-project is inheriting the successful climate smart and gender inclusive agriculture project of SNV Vietnam (Sowing Seeds of Change project) funded by the Australian Government. The sub-project focuses specifically on the national enabling environment for women’s economic empowerment, especially in agribusiness, increasing access to agribusiness models, assets, technology, markets, and information and on promoting women leadership in cooperatives. The project also promotes a network of the Women’s Union, agriculture sector, Cooperative Union, Vietnam Chamber of Commerce and Industry (VCCI) and local government for technical support and policy influencing. The sub-project will directly intervene at the province level, as well as undertaken national-level activities in policy influencing and setting up a women’s economic platform and gender network.

We are seeking a technically gifted and motivated national candidate with an affinity for gender and women economic empowerment to fill in the position of Gender Specialist for the Vietnam FLOW/EOWE project.

Key Responsibilities

  • Responsible for gender and socio transformation components of FLOW/EOWE results, ensuring interventions are informed by sound gender analysis and socially acceptable gender approaches
  • Responsible for development of a gender intervention plan for the project, including gender assessment, designing intervention approaches and detailed activities for FLOW/EOWE.
  • Provision of advisory services to the national and provincial actors on gender and social inclusion, content leader for gender and women’s empowerment outputs and outcomes.
  • Responsible for conceptualizing actions aimed at delivery on gender outcomes, especially advising EOWE/FLOW on best gender approaches to use in assessing actions and achieving project results.  This includes amongst others knowledge attitude and practices (KAP) surveys, gendered analysis of women economic empowerment (WEE) policies, development of socio and behavior change communication (SBCC) strategy, relevant technical services, and facilitating capacity building on gender for project and partners team.
  • Contribute to the revision of the monitoring and evaluation framework for FLOW/EOWE, especially advising on relevant measurement indicators for gender transformative outputs, outcomes and activities
  • Cooperating with project team in delivery of joint products such as women’s business hubs, development and dissemination of campaign Information, Education and Communication (IEC) materials, women’s business conference and knowledge publications. This also includes collaboration and synergy of approaches on gender outcomes with Kenya project.
  • Supporting local partners in development and implementation of gender intervention in project components.
  • Coordinating with NGO partners and women associations in implementation of advocacy aimed at implementation of gender sensitive policies and influencing gender norms and practices towards gender equitable practices.
  • Gender specialist reports to National Program Manager. She/he is to support and back up National Program Manager in Vietnam and Business advocacy advisor on policy advocacy.
  • Any other tasks assigned by NPM, in close cooperation with the SNV inter-sector programmes.

Contract description:

  • SNV Vietnam offers the 1st 12 months employment contract, which is potentially extended.
  • Based in Hanoi. Desired starting date: expected 01/4/2016

Candidate Profile

  • Vietnamese national
  • Master’s degree (or equivalent) in Gender, Development, Sociology or related field.
  • Minimum of 8 years’ experience in development sector (NGOs, CSO), with at least 5 years’ experience with gender/women’s empowerment related job.
  • Good experience in project management, advocacy and knowledge management.
  • Good understanding of business and private sector. 
  • Initiative and creative in solving problems with strong facilitation and analytical skills
  • Strong ability to work both independently and in a team
  • Good organizing skills and interpersonal skills
  • Excellent English
