Gender Specialist Consultant – Trainer

1. Background

Vietnam Red Cross (VNRC) was founded in 1946 and it is a member of the International Federation of Red Cross and Red Crescent Societies working mainly in emergency relief, disaster preparedness, community based social and health activities and blood donation.

Spanish Red Cross (SRC) has been present in Viet Nam since 2002 supporting VNRC (its only local partner) in several programs such as organizational capacity building, emergency response, disaster preparedness/management, vocational training and micro-credit.

Currently VNRC, with the support of SRC, is implementing the project “Supporting the socio-economic integration and employment for people with disabilities in regions of intervention of the Spanish Cooperation in Vietnam”. This project is funded by AECID – the Spanish Agency for International Cooperation and Development. The overall objective of the project is to contribute to reduce the vulnerability of People with Disabilities (PwD) in Vietnam. The project has been implemented for the past 3 years and a half in 6 provinces of Vietnam: Binh Thuan, Lam Dong, Hai Duong, Hung Yen, Ha Nam and Ha Noi provinces.

During this time, the project has supported more than 1000 People Living with Disabilities to receive Vocational Training and access to employment.

VNRC and SRC are aware of the importance of having a consistent gender approach in order to contribute to a final better impact and results on gender issues. The project is planned to come to end by December 2014. In order to ensure VNRC project staff capacities are strength to work on gender issues in the long term, VNRC and SRC are searching for a national consultant to conduct gender training for 27 VNRC staff (Pool of Disabilities Trainers). The Pool of Trainers has received already several trainings on different Disabilities issues, positive training methodology and other related subjects. It is composed by VNRC staff at Headquarter level and Red Cross Provincial and District staff in the 6 provinces mentioned above.

General Objective

The aim of this consultancy will be to strength the capacities of VNRC Pool of Disabilities Trainers according to the needs and capacities identified ensuring a better gender
mainstreaming in the project implementation and monitoring.

Specific Objectives

  • To design a training agenda and to carry out the training for the Pool of Trainers (27 people) on key gender concepts and gender issues in social and economic development, focussing on Gender and Disabilities.
  • To deliver the training in 2 and 1/2 days in April in Ha Noi.
  • To produce a Training Report with specific recommendations to improve gender mainstreaming and analysis for project implementation and monitoring.

Suggested Main Contents of the Training

  • Gender and development concepts: Gender vs Sex, Equality vs Equity, Gender roles and stereotypes and Gender Relationships, Generational Change, Practical Needs & Strategic Gender Interests.
  • Empowerment
  • Links between disabilities, gender and health
  • Gender, Vocational Training, Employment and Social Inclusion
  • Gender analysis and Tools: How to design, implement and monitor activities with a gender approach (practical based on project plan)
  • Lessons Learnt and recommendations for project improvement.

Methodologies

The Consultant will have to provide the supporting materials for the training on the main concepts mentioned above. The training will have to be designed and carried out with a participatory approach, including methodologies such as brainstorming, group work, case study analysis, role play, and video watching which allow participants to share their experience and understanding, and learn from each another.

The Consultant will have to demonstrate that he/she is used to carry out this type of training and counts with enough resources and materials adapted to the Vietnamese culture and current situation of gender issues in country.

The targeted audience for the training will be as mentioned before, the VNRC Pool of Disabilities Trainers including:

  • VNRC staff in Hanoi National Headquarter
  • VNRC staff in Provincial Chapter
  • VNRC staff in District Offices
  • DOLISA's staff

Spanish Red Cross staff will be also involved.

Expected Outcomes

  • VNRC and SRC will be able to plan, implement, monitor and report activities giving the right importance to gender issues in order to measure the impact and results of   the project in a better way.
  • The VNRC and SRC project staff supporting the project gain knowledge, awareness and training practice in general concepts of gender and how to conduct a gender analysis in a practical way.

Scope of work

  • To work with SRC and VNRC staff on understanding the intervention and preparing accordingly the training agenda on how to better mainstream gender approaches on the project implementation and monitoring. The Consultant will have to review and study carefully all the planning and annual reports as well as the quantitative and qualitative gender data and indicators.
  • To prepare and/or adapt training supporting documents in Vietnamese including technical terminology and role plays.
  • To develop detailed training/facilitation plan with clear training agenda, methodologies and role of the trainer.
  • To develop hand-outs (power point presentation), scenario exercise, group discussion, role play, pre-post training evaluation etc
  • To conduct the training for the above mentioned audience in Vietnamese only.
  • To write the training report in both Vietnamese and English
  • To provide a soft copy of all the materials used during the training.

Consultant requirement:

  • Graduate degree in related social science field with proven experience (more than 5 years working in gender). A master degree or postgraduate in this field will be a plus.
  • Demonstrated experience in project design with gender approach, focused on baseline information collection and indicators design.
  • Proven experience in preparing and carrying out similar training and materials preparation
  • Proven communication and facilitation skills
  • Demonstrate familiarity with gender sensitivity in development
  • Knowledge of the local partners to be trained is a plus

Submission of proposals:

The proposals must include:
- A technical proposal, including the detail support that the consultant will provide to the  design of the proposal as well as the detail training agenda, including methodologies and resources (Maximum 10 pages)
- A human resources proposal, including CV of the consultant/trainer highlighting relevant qualifications, experience and references.
- A detailed economic proposal considering an adequate use of the economic resources in each stage of the training, and a detail breakdown budget
