DESCRIPTION   

Effective with the release of this position announcement, Winrock International is recruiting applicants for the position of GIS Specialist for an upcoming USAID funded project supporting small and medium enterprises in Vietnam.

Winrock is seeking experts to design and provide technical leadership to activities that will support small and medium size enterprises (SME) in accessing and competing in domestic, regional, and international markets. Through its market-driven interventions the project will spur on and off-farm employment opportunities and incentivize investment in business service provision and market infrastructure. For all positions, preference is given to those with previous private sector experience and advanced degrees. All positions require fluency in English and local and/or regional experience. All positions are contingent upon Winrock International winning the award.

Position Description:

The GIS Specialist will develop parameters of GIS mapping. This will include defining data points (lead firms, SMEs, service providers, etc.) and identifying the reports (maps) required. They will spatial reference database and map for physical infrastructure and project specific activities and group. They will geographic cluster and inter sectoral mapping; they will collect existing data layers for the project use. They will gather additional data from field and contribute to plan for collecting data which will define who collects data, what they will collect and how data will be collected.  This will be tied to a time line and include steps to collect of existing data layers. They will assist technical team to implement activities according to plan using GIS output. They will prepare and produce resource maps of structures and Project specific information in original base maps and in updated digital maps of settlements, roads and major land marks. They will train field staffs on GPS device and data collection process define what each staff will be responsible for collecting.

Minimum Experience Required:
Minimum of five years of experience in development of spatial databases for donor-funded projects
Preference will be given to those with USAID experience and/or work with a contractor or international NGO managing GIS for program(s) of similar complexity and scale and have a knowledge of database
Must work well in a team and have strong communication skills (verbal, written).
Must have good creative analytical skills and the ability to work in a multicultural environment.
Computer/IT/GIS: Candidate is ideally an expert in Arc GIS (10) fully able to work with MS Access, MS Office - Word, PowerPoint and Excel.  They must also be able to do highly skilled in all aspects of database management.
