Global Road Safety Partnership Vietnam Programme Officer

Background

The Global Road Safety Partnership is a hosted programme of the International Federation of Red Cross and Red Crescent Societies (IFRC). In September 2010, the Global Road Safety Partnership has been nominated as the reference centre for road safety for the IFRC. Both the IFRC and Global Road Safety Partnership are headquartered in Geneva, Switzerland. The IFRC also maintains a country office in Hanoi  to deliver good practice road safety interventions and to support Vietnam Red Cross in the implementation of their Strategic Plan.

The aim of the Global Road Safety Partnership’s work is to reduce death and serious injuries as a result of road crashes in Vietnam.

In Vietnam the Global Road Safety Partnership implements globally recognised good practice activities that deal with specific risk factors such as motorcyclist helmet wearing, drink driving, speeding and occupant restraint. Activities usually target a particularly vulnerable road user, such as children, motorcyclists and pedestrians. Advocacy for strong road safety policies and standards is also a priority.

It is expected that Global Road Safety Partnership will collaborate and partner, where relevant and possible, with key road safety stakeholders (such as National Road Safety Committee and World Health Organization, with special attention to Vietnam Red Cross) and other funding agencies to continue to support road safety efforts in Vietnam.

Currently in Vietnam, the Global Road Safety Partnership has the following projects:

1. The Bloomberg Global Road Safety Programme (BGRSP), which includes:

  • Capacity building activities – with a focus on traffic enforcement.
  • Road Safety Advocacy Programme with the National Societies
  • Road Safety Grants Programme.

2. The Global Road Safety Initiative – Phase 2 (GRSI2): “Safe to School – Safe to Home” project.

Scope of Work

The role of the Vietnam Programme Officer is to support effective planning, implementation and monitoring of GRSP’s work in Vietnam to enable achievement of its aim to reduce death and injury on the roads in Vietnam.

Tasks and Responsibilities

1.Support and collaborate with the GRSP Vietnam Country Coordinator to deliver best practice road safety activities through all GRSP Vietnam programmes;
2.Support the GRSP Vietnam Country Coordinator with the planning, monitoring and reporting of the Road Safety Advocacy Project undertaken in collaboration with the Vietnam Red Cross;
3.Support the GRSP Vietnam Country Coordinator with the planning, delivery and reporting of the Bloomberg Philanthropies funded RS10  project;
4.Support the GRSP Vietnam Country Coordinator with the planning, delivery and reporting of the GRSI2 project in Hanam and in other Provinces if required;
5.Support the GRSP Vietnam Country Coordinator with the management and reporting of grantee activities within the GRSP Road safety grant programme;
6.Develop the capacity of the Vietnam Red Cross and other road safety stakeholders to ensure the sustainability of road safety work in Vietnam when possible and needed;
7.Support international and local trainers with workshops preparation and delivery as required;
8.Deputize for the GRSP Vietnam Country Coordinator to work with international and local stakeholders when requested by the Vietnam GRSP Country Coordinator;
9.Ensure clear, effective and efficient communication and coordination with road safety stakeholders/ partners, and
10.Enhance visibility of GRSP in Vietnam by showcasing excellence, collaboration and professionalism.
11.Undertakes other work as required, including translation of office correspondence and documents, properly filling all office documents, etc.

Lateral Relationships

1.Establish and ensure effective working relationships with other delegation staff.
2.Ensure effective working relationships with national society counterparts and leadership.
3.Ensure effective working relationships with relevant staff at the Regional, Zonal and Geneva level of the Secretariat.

Qualifications:

The officer is expected to possess the following qualifications and experiences:

  • Be of Vietnamese nationality and live in Vietnam.
  • Bachelor degree in a relevant field (health sciences, transportation, education, enforcement engineering or management field.)
  • Master degree in a relevant field (health sciences, transportation, education, enforcement engineering or management field.)
  • Five years of working experience in an organization
  • Five years’ experience in the road safety/public health field including project formulation, implementation operations in association with government at different levels
  • Demonstrated expertise in the development and delivery of programmes that engage a range of sectors such as police, transport, engineering, academic, politicians, education, business and civil society
  • Experience in developing programme budgets, plans and monitoring/evaluating the results
  • Strong communication skills in written and oral English and Vietnamese
