JOB SUMMARY
To provide strong leadership and management of the high-quality performance of the finance team of Habitat Vietnam to work in partnership with stakeholders across the organization, providing consistent, high quality and proactive advice to support and enable the achievement of goals.
To proactively manage the financial position of Habitat Vietnam, leading effective and timely financial planning forecasting and monitoring of financial performance against strategic objectives
To provide overall leadership and management of all procurement & finance matters within Habitat Vietnam.
Working to embed a culture which is financially knowledgeable and readily able to make financial decisions after effective and timely consideration.
To ensure that all relevant local legal, regulatory and compliance matters are appropriately managed.
Lead the management of the organization’s budget and its financial activities (i.e., lead the annual budgeting process to ensure that detailed, clearly budgets are produced and owned by budget holders, which are informed by department business plans and are set in the context of a medium-term financial plan; lead mid-year budget review and reforecast, cash flow projections and ensure timely submission of financial reports to stakeholders).
Provide timely, accurate and consistent information and financial advice to the National Director and management team and other colleagues to inform and influence planning and decision-making.
Establish, maintain, improve, and monitor the implementation of quality processes, operating policies, systems, and procedures to comply with HFHI’s finance policies and Vietnam’s regulations and laws and within regulatory requirements for INGO operation in Vietnam.
Ensure good stewardship of funds in conducting HFHV business and meeting the requirements of funding agencies. (HFHV funds are made available through the generous donations of individuals, cooperations, and the grants of government agencies.)
Lead the process of project-based funding, accounting, and management. Ensure transparent and accountable performance of financial management. Embeds efficient functioning of internal controls inclusive of policies and procedures.
Promote best practice on financial, grant management and taxation issues, actively sourcing expert advice if required.
Oversee delivery of inductions/on-boarding and other training in finance and procurement matters for finance team and non-financial staff
Ensure compliance with HFHI AP financial requirements and local regulations by supervising and validating all financial outputs before they go out to internal and external stakeholders.
Support the development and implementation of the organization’s strategic plan.
Lead the team to deliver first class business ‘partnering’ services and shadow colleagues as appropriate to enable better understanding of Habitat Vietnam’s programs, interventions and support services.
Leading and working with Asia Pacific Regional Office, Donors, External Auditors, Partners, and other stakeholders to meet requirements related to financial issues.
Monitor to ensure that the actual spending aligns with the approved budgets and the additional grants added.
Provide consultation and technical support in micro-finance system development, revolving fund management, and consolidation.
Oversee Tax reporting and management, including lead Tax audit process and VAT refund project, if any.
Lead and plan internal and external audits, including annual audit, project audit, compliance audit, Tax audit and ensure the timeliness, efficiency, positiveness of outcomes.
Ensures security and maintenance of all HFH Vietnam assets, including financial electronic database backup and document retention.
Conduct and/or assign a suitable team member to perform orientation for colleagues in other functions.
Provides ad-hoc financial analysis and, presentation as required by National Director
1.2. MANAGE FINANCE TEAM
Lead the Finance team in the implementation of department objectives, HFHV Policies & ensure delivery of high-quality support in line with the organizational and country local laws and regulatory requirements.
Supervise performance of annual objectives and routine services. Providing regular feedback to the team with compliments, and motivational support as well as challenging feedback for improvement; Conduct timely and thorough annual performance appraisal.
Discuss on the need to fill performance and skills gaps and development opportunities with team members and supports implementation.
Identifies the training needs and appropriately carries out the training plans for finance staff.
1.3. MANAGE PROCUREMENT MATTERS
Provide overall leadership, supervision and management of all procurement within HFHV
Ensure timely acquisition and provision of services, materials and supplies for project and operational requirements.
Responsible for the development, implementation and on-going management of the Procurement Strategy to influence best practice and agreed policy across Habitat Vietnam.
Ensure an understanding of the need to demonstrate value for money, efficiency and effectiveness for the expenditure.
Propose initiatives/approaches/solutions to National Director and management team on procurement policies and procedures for implementation and ensure they are practical and appropriate for the Vietnam context, comply with HFHI policies, Vietnam’s regulations and suitable for foreign NGOs
Advise other functions on procurement and contracting procedures, reviewing contracts terms.
Champion the importance of procurement as a professional competence and encourage regular and widespread use of the training resources available within the HFHI network and beyond.
2. IMPLEMENTING CROSS-FUNCTIONS RESPONSIBILITIES
Support Program and RD teams on budget development and review of grant proposals.
Work closely with RD&C head and National Director on updating and managing of the pipeline progress.
Work closely with Volunteer Program Manager to ensure all incurred VP donations are available and fully received, the ROI budget is well managed.
Work closely with other Department Heads and PMDEAL to drive efficiency and take the lead in validating and consolidating initiative promotes good stewardship of funds.
CRITICAL JOB REQUIREMENTS
1. Minimum experience & Technical competencies
A degree in Accounting / Financial Management from University or Diploma Awarding Institution. Preferable: University Degree and qualified CMA/CIMA/Australia CPA/ACCA.
Demonstrable evidence of continuing development
Minimum 8 years in the field of accounting with medium / large organization, preferable FDI Enterprise or international audit firm inclusive of minimum 4 years of managerial experience
Significant experience of financial management within a complex organization, including for instance development of monthly management accounts, financial reporting, monthly and annual and accounts. Tracking financial performance and working with key performance indicators (KPI).
Proven experience of supporting the organization’s strategy by implementing policies and procedures.
Understanding of effective financial processes, controls and budgetary tools, including ability and experience of implementing systems effectively across an organization.
Proven track record of leading and managing staff such as coaching and performance management. Commitment to working as part of a team and leading on delivering a business partner service to the organization.
Preferrable: Experience working in nonprofit, a public sector body, charitable or corporate.
Desirable: Experience in contract management including strong negotiation skills and maintenance of effective supplier relationships; Proven ability to manage multiple projects under time constraints
Sound technical knowledge in accounting, procurement, systems, policies and procedures
Knowledge of regulatory standards, current Taxation Laws and Accounting Procedures.
Familiar with Sun System, ERP would be an advantage.
