Health Financing Consultant (Extended deadline)

The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID). EpiC Vietnam’s goal is to deliver efficient, affordable, results-based technical assistance and direct services while closing remaining gaps in Vietnam’s efforts to meet HIV epidemic control targets and address the global COVID-19 pandemic.

SCOPE OF WORK

The qualified individual will collaborate with EpiC to help 10 public health facilities in six provinces develop sustainability plans for EpiC-supported liquid oxygen systems including the long-term procurement of liquid oxygen using the national social health insurance (SHI) scheme. The consultant will work with EpiC’s technical experts in liquid oxygen as well as six provincial department of health’s in Ca Mau, Dak Lak, Ha Giang, Nghe An, Quang Binh, and Thanh Hoa.

Details scope of work below:

  • Work with provincial authorities and project sites to provide bidding consultancy and ensure active contracts for SHI liquid oxygen supply.
  • Identify risks to SHI reimbursement, contracting etc. and work with provinces to reduce risk.
  • Advocate for provincial funding to cover SHI co-payments to advocate for support when provincial budgets are insufficient.
  • Work with provincial and advise maintenance dossier and bidding procedure.
  • Support provinces to model ongoing costs for system maintenance, staffing the system, and monitoring/maintenance costs.
  • Draft sustainability plans for each site (in Vietnamese) and gain input and consensus on each site’s plan from the site and provincial authorities.
  • Consolidated 10 sustainability plans into a final summary document (in English) for USAID.

FHI 360 is requesting quotations from qualified Vietnamese nationals.  Interested parties must submit the required documentation: 

  • CV or Resume
  • Cover letter explaining relevant experience working on SHI, modeling costs, working with government officials, operating under international donor regulations, and language skills
  • Financial proposal in VND for required services, broken down by deliverable area and articulating the day rate
