The 5-year USAID-funded Health Finance and Governance project (HFG) provides technical assistance in health systems strengthening around the world. The project addresses the financing, governance, operational, and capacity-building constraints that block access to and use of priority population, health, and nutrition services by people in developing countries. 

HFG is also the implementing agency for the Sustainable Financing Initiative in Vietnam, a three year program funded by the Presidential Emergency Plan for AIDS Relief (PEPFAR), committed to support ongoing country-led efforts to further mobilize Vietnam’s resources to help deliver an AIDS-free generation.

Objectives:

  • Objective 1:  providing support to HFG and MoH National Health Accounts (NHA) technical team to develop the NHA and HIV/AIDS sub – analysis in Vietnam, and support in managing the health information system as part of developing the  BHSP for HFG Project in the year 2016 and the following years of the project.
  • Objective 2: Providing support to the integration of HIV/AIDS treatment facilities with focus on the integration of Information Technology application for provision and reimbursement of HIV/AIDS  through SHI fund.

Key Responsibilities:

The Junior Program Officer works with NHA technical consultants of HFG, Department of Planning and Finance (DPF), MoH and VAAC and ultimately reports to HFG Director of Health Financing, Advocacy and Policy. The major tasks are as the followings:

1. Assist to make plans for, organize and collect the financial statistics (data) on health expenditures.
2. Assist to check data quantity and quality to ensure the accuracy, comprehensiveness and timeliness of input and output data.
3. Assist the NHA team to enter and map the data into System of Health Accounts 2011 tools (HAPT & HAAP).
4. Assist with the delivery of trainings for the selected provinces (Hanoi, Ngh? An, Khanh Hoa, Can Tho, Ho Chi Minh City).
5. Assist with the delivery of technical assistance in the process of collecting data and mapping data for selected provinces (Hanoi, Ngh? An, Khanh Hoa, Can Tho, Ho Chi Minh City).
6. Assume responsibility to export and analyze data when needed.
7. Assist to manage the data of health information system of the Basic Health Service Package program.
8. Support the review of Information Technology infrastructure at selected health facilities
9. Propose solutions for the improvement of Information Technology infrastructure to meet requirements for HIV/AIDS service provision and reimbursement through SHI fund.
10. Participate in follow up and supportive supervision activities on Information Technology at health facilities
11. Carry out other duties assigned by Mr. Dam Duy Lam, Mr. Nguyen Quang An and HFG Project leader, including:

Skills/Knowledge Required:

Qualifications:

  • Degree or Diploma in International Equivalent – IT, Knowledge/Information Services, Communications, Education, Health, Behavioral, Life/Social Sciences, International Development, Human Development or Related Field.
  • Experience and skills of data analysis and collection.
  • Typically requires 0-2 years of programs and technical support experience.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Vietnamese mother tongue
  • Good command of English, written and spoken.
