PATH established a permanent office in Hanoi in 1997 and an office in Ho Chi Minh City in 2014.

In a new partnership aimed at ensuring and securing health for all, PATH joined the US Centers for Disease Control and Prevention (CDC) and other organizations to help advance the US government’s pledge to support, assist, and empower poor countries in anticipating, preventing, and overcoming infectious disease outbreaks. PATH’s Global Health Security (GHS) partnership has been strengthening public health systems in Vietnam, Senegal, Tanzania, and the DRC, building capacity to prevent, detect, and respond to emergencies of public health importance. Building a more comprehensive picture of, and response to, hospital-acquired infections (HAIs) and AMR in Vietnam is of critical importance for health security, both within Vietnam and globally.

PATH seeks a Health Information System Specialist (HIS Specialist) in Vietnam to provide expertise in the Health Information Systems (HIS) Strengthening Component as part of our GHS project. The HIS Specialist will work closely with the PATH GHS team as well as national and regional stakeholders to support activities for the implementation and strengthening of data reporting and analysis capacity to support HAI and AMR surveillance in Vietnam.

The HIS Specialist will report to HIS Team Lead and work closely with Vietnam program team.

Responsibilities:

  • In collaboration with the PATH GHS team, Government of Vietnam, US CDC and other key national and regional stakeholders, the position will be responsible for provide IT support and leadership to GHS project activities including configuration, training and maintenance of HAI and AMR surveillance data reporting and visualization systems.
  • Provide continuous training and technical assistance both in-person and remotely for use of the HAI surveillance system in hospitals across Vietnam
  • As needed, configuration and/or maintenance of reporting and analysis systems to address needs for current HAI and/or AMR surveillance systems based on feedback from CDC, PATH GHS team and other key stakeholders including within the Vietnam MOH
  • Collaborate with MOH, CDC and PATH GHS Program staff to support monitoring and evaluation for quality assurance of reported surveillance data. This includes site visits and use of data tracking and analysis tools to monitor and troubleshoot reporting activities and to ensure AMR reporting from hospital and other surveillance sites is complete, accurate and timely.
  • Collaborate and provide technical support to the MOH on use and management of the AMR and HAI reporting system
  • Provide remote and in-person technical support to microbiology laboratories on the adoption and use of WHONET for AMR reporting and analysis.
  • Advance development and refinement of data analysis and visualization tools for the AMR reporting system under the direction of international and national microbiologists.
  • Provide technical assistance to hospital microbiology labs on the implementation or expansion of laboratory information systems (LIS) for AMR reporting including supporting configuration and/or installation of upgrades, systems, etc. based on each facility’s capacity/existing system
  • In collaboration with the DAH-MARD (Department of Animal Health – Ministry of Agriculture and Rural Development) and other implementing partners, assess needs and support development and/or implementation of reporting and analysis systems to support AMR surveillance in the animal and environment sectors in Vietnam
  • Do other duties upon requests by the Program Director.

Required skills and experience:

  • At least 3 year of demonstrated experience designing implementing and/or supporting health information systems. Experience using or developing LIS and data
  • management system a plus.
  • Bachelor's degree in information systems, related field or public health with experience in health information systems. Advanced degree preferred.
  • Good programming skill in PHP, Java
  • Expert knowledge in HTML, CSS and JavaScript
  • Be able to design HTML, CSS pages with flash;
  • Solid understanding of the concepts of user experience, user interface design principles and conceptual design.
  • Be able to use Photoshop, illustrator or other graphic design applications
  • Experience/working knowledge of systems analysis, enterprise architecture, and/or requirements development for national information systems a plus.
  • Experience with the software design, layout and coding a plus
  • Experience in development of electronic/online learning systems a plus
  • Strong problem-solving, critical thinking and analytical skills
  • Able to participate in and contribute to a highly collaborative work environment consisting of both technical and subject matter experts
  • Strong communication skills, both written and spoken in English.
  • Willingness and ability to travel within Vietnam (with some potential international/regional travel) up to 30 percent per year

Must have legal authorization to work in Vietnam.
