Job Title: HEALTH SERVICES (HS) SENIOR MANAGER

Job summary:

The Health Services (HS) Senior Manager works closely with others in the Health Services Department and the Country Director (CD) to expand private clinic and pharmacy contributions to a number of critical health issues in Vietnam including malaria, HIV, tuberculosis, hypertension and reproductive health. The HS Senior Manager is responsible for managing and expanding PSI’s Good Health, Great Life franchised network of private clinics to improve compliance with national service delivery standards for multiple, integrated health services as well as PSI’s clinic franchise requirements. The HS Senior Manager also engages with PSI’s global and regional expert teams to ensure that global standards for Quality Assurance, Client-centered counseling, Quality services and other priority aspects of PSI’s health service programming are implemented in accordance with best practices. The HS Senior Manager plays a key role in building PSI partnerships to facilitate increased, sustainable private sector contributions to Vietnam’s health challenges, including representing PSI with national and global stakeholders including the Ministry of Health, funders and commercial partners.

Major duties:

  • Lead private provider quality improvement efforts (training, onsite quality audits, performance-based rewards etc.) to materials and improve adherence to national quality service delivery standards for malaria, reproductive health, hypertension and HIV.
  • Contribute to provision of health services (reproductive health—including implant, injectable and post-partum IUD services—as well as hypertension screening, malaria testing , etc.) at community events designed to improve access for underserved communities.
  • Design practical provider tools—in collaboration with PSI’s marketing team to prompt adherence to quality guidelines i.e. desktop provider references, counseling aides, etc.
  • Expand and strengthen PSI’s franchise network of Good Health, Great Life affiliated private clinics by identifying additional eligible clinics to join the network, renewing annual agreements with existing franchisees and organizing franchisee meetings.
  • Lead & motivate a team of health professionals (field-based Quality Improvement Officers & Hanoi-based Health Services Officer) to achieve program deliverables.
  • Coordinate closely with national and provincial partners to ensure that social franchising activities comply with Vietnamese legal and medical guidelines, and respond to local priorities. Provide regular updates to key MOH counterparts at both national and provincial levels regarding social franchising results and lessons.
  • Travel to the field up to 35% of the time to coach field-based team members, monitor programming, build franchise commitment and to participate in the organization and monitoring of community-level health service events e.g. ‘Contraceptive Choice Days’ organized at factories, HIV testing events at syringe outlets, hypertension screening events at football stadiums and construction sites, and malaria testing activities at outlets where forest goers purchase supplies.

Selection criteria:

  • Medical degree. Specific health service delivery experience in RH, HIV, TB, malaria or hypertension an added advantage.
  • Experience implementing or managing other private-sector health programs in the past an added advantage.
  • Strong interpersonal skills, results-focused and solution-oriented working style.
  • Willing to learn new things, take on new challenges and work in a dynamic and fast-paced environment.
  • Excellent written and verbal English communication skills
