Job Title: HEALTH SERVICES MANAGER
Report to: Country Representative
Job purposes: The Health Services Manager (HS Manager) is responsible for planning, managing and expanding all aspects of PSI/Vietnam’s work with private sector providers (pharmacists, clinics) including referral linkages between private and public service delivery channels and sites. The incumbent will oversee the selection, training, and franchising of private sector providers to build long-lasting improvements in the private sector’s capacity to contribute to Vietnam’s public health and non-communicable disease challenges. This position will be responsible for increasing private sector health providers’ contributions to tuberculosis control and hypertension screening efforts.

Major duties:
- Map, screen and identify private providers who meet minimum criteria to participate in a social franchise to improve health
- Develop training materials and identify suitable trainers to improve adherence to quality service delivery standards for tuberculosis detection, referral for TB treatment and hypertension screening and referral for treatment and other services to be identified
- Develop service delivery protocols (or identify appropriate, existing protocols to be adapted for use by franchisees.)
- Ensure that PSI service delivery programming complies with Vietnamese law, medical guidelines, donor regulations and international public health best practices.
- Work closely with Marketing, Program, Sales and Research/M&E departments to achieve project deliverables.
- Monitor expenditure against approved budgets.
- Build positive relationships with national and provincial level stakeholders involved in tuberculosis, hypertension and other service delivery areas.
- Develop quality reports for donors and government stakeholders to keep partners well informed of service delivery results, challenges and lessons.

Selection criteria
- Medical doctor
- Masters degree in public health or related field
- 5 years working experience in public health
- Knowledgeable regarding tuberculosis control, non-communicable diseases and other public health issues
- ExcellentEnglish written and oral communication skills
