PSI currently seeks an experienced medical professional committed to improving the health of low-income and vulnerable communities to join our dynamic, results-focused team in Hanoi as Health Services Manager.

Job Title: HEALTH SERVICES MANAGER

Report to: Country Director

Job purposes: The Health Services Manager (HS Manager) is responsible for managing and expanding partnerships with private doctors and pharmacists to increase private sector contributions to Vietnam’s priority unmet health needs including maternal and child malnutrition, diarrheal disease and respiratory infections among children, tuberculosis, HIV/AIDS, Hepatitis C, hypertension. The Health Services Manager will play a critical role in building the private sector’s capacity to meet national service delivery guidelines by selecting, training, monitoring and promoting private clinics and pharmacies accessible to low income and marginalized groups. This position will lead the expansion of innovative public-private partnerships including PSI’s network of Good health, Great life private providers across multiple provinces.

Major duties:
• Map, screen and identify private providers who meet minimum criteria to join the Good health, Great life network, including accessibility to low-income and marginalized communities
• Develop training materials and co-facilitate trainings to improve adherence to national quality service delivery standards for maternal and child nutrition, tuberculosis detection, hygiene, hepatitis C management, hypertension management and other services to be identified. Develop service delivery protocols or identify appropriate, existing protocols to be adapted for use by franchisees.
• Develop practical provider tools to improve compliance with service delivery & franchise standards. Collaborate with PSI’s marketing department to develop evidence-based behavior change communications campaigns to motivate health-seeking behaviors and promote affiliated private providers as sources of trustworthy and effective care
• Analyze monitoring & evaluation data to assess program results, inform broader national health system development efforts and guide future public-private partnerships
• Coordinate closely with national and provincial partners to ensure that PSI’s work with private providers complies with Vietnamese legal and medical guidelines, and responds to local priorities. Provide regular updates to key MOH counterparts at both national and provincial levels.
• Monitor expenditure against approved budgets & develop quality reports for funders and partners.
• Represent PSI’s private sector health service delivery experience, results and lessons with national and international stakeholders to advocate for increased private sector contributions to Vietnam’s national health system.

Selection criteria
• Medical doctor training and at least 2 years practicing as a medical doctor
• Experience providing health services and/or supporting public health interventions related to at least 1 of the following areas: child health, maternal/child malnutrition, tuberculosis, HIV, hepatitis C, hypertension, diabetes
• Experience working in or with the private sector preferred
• Masters of Public Health an added advantage but not required
• Excellent English written and oral communication skills
