Job Announcement: Health Systems Analyst in Hanoi - Global Alliance for Chronic Disease Project (GACD)


The Woolcock Institute is lung health research organization, based at Sydney University, Australia ( The Institute has operated in Vietnam since 2009, we undertake large and important operational and epidemiological and clinical research projects in collaboration with the National Tuberculosis Program in 10 Provinces, including Hanoi and Ho Chi Minh City. The Woolcock also runs training in epidemiological and operational research methods for Vietnamese doctors and public health workers.
Currently the Woolcock directly employs 50 full-time staff in Hanoi, Ho Chi Minh City and Ca Mau. We are substantially expanding our organization, as we prepare for the implementation of a major new public health study in 2017. We are recruiting a highly motivated and experienced Study Coordinator to run this new study, which will be conducted in 4 Provinces. The study will develop interventions to improve management of chronic obstructive pulmonary disease and asthma, as well as reduce the impact of smoking, within the Vietnamese health system.

Location: Based in Hanoi, with regular travel to 4 Provinces.

Role: To lead the Health system strengthening component of the Chronic Lung Disease Prevention Study, a randomized controlled public health intervention study in 4 Provinces of Vietnam. The role includes:

  • Liaise with members of the research team and key stakeholders to develop and implement health systems analysis related to lung health in Vietnam
  • Conduct health economic analyses with support from Sydney-based research team
  • Conduct research independently and as a member of the research team in relevant areas
  • Contribute to research publications

Reports to: Study Coordinator, Chronic Lung Disease Prevention Study.

Key attributes / Selection criteria

a. Essential criteria

  • A PhD or masters qualification in a relevant discipline such as public health, health management, health economics, political science or health systems development
  • Demonstrated experience in implementing complex health programs in the Vietnamese health sector
  • High level written and oral communication skills including the ability to communicate with a range of stakeholders from policy and research environment
  • Commitment to public health principles
  • Experience in analysing quantitative data
  • Demonstrated ability to work independently and collaboratively in a team
  • Proficiency in English

b. Desirable criteria

  • Familiarity with the health systems building blocks or other health systems frameworks
  • Experience in health financing in Vietnam or the region
  • Demonstrated experience of working in collaboration with local partners in Vietnam or the region
  • Research experience as evidenced by publications or reports
  • Experience in undertaking economic evaluations
