HEI Internationalization Lead
General Summary/Background
The USAID Higher Education Development Support is a five-year initiative (September 2023September 2028) supporting the leadership of the Ministry of Higher Education and Training (MOET) in strengthening management and governance of the Vietnamese higher education system through a program of demand-driven technical assistance. HEDS also supports MOET in advancing digital transformation (DX) of the higher education sector and facilitates technical assistance partnerships between U.S. and select Vietnamese Universities (VU) to internationalize selected science and technology-related programs supporting Vietnam’s participation in fourth industrial revolution (1R 4.0) industries including semiconductors, artificial intelligence (AI), biotechnology, green energy, automation/robotics, and cybersecurity, and supporting the enhancement of teaching of technologyrelated law at the undergraduate level. This goal of this assistance is to help Vietnam develop a system to produce the human resources and scientific expertise to realize its ambitious socioeconomic development goals.
Principal Duties and Responsibilities:
The HEI Internationalization lead will implement and supervise Component 3 activities by facilitating partnerships between Vietnamese and U.S. universities to upgrade academic programs, with a focus on teaching, learning, and research methodologies, in partnership with MOET and engaging private sector partners where appropriate. Specific duties are expected to include:
- Supports MOET in selection of Vietnamese universities and prioritization of programs.
- Supports MOET and USAID in selecting U.S. universities for technical assistance partnerships.
- Develops and oversees HEI partnerships to modernize curricula to international standards, conduct joint research aligned with the private sector, and scale solutions to other Vietnamese HEI’s. Manages relationships with U.S. university partners on an ongoing basis.
- Provides technical assistance in industry workforce qualification and academic accreditation requirements.
- Facilitates strengthening capacity of law faculties in teaching practical skills to practice law related to technology (intellectual property law, commercial law, and administrative practices related to licensing, technology transfer, patents, trademarks and utility models).
- Supports MOET in developing guidance and appropriate frameworks for implementing and scaling best practices, pilots, and innovation.
- Contributes written sections of Activity work plans, quarterly and annual progress reports, ad hoc requests from USAID, relevant technical documents, and other deliverables and outputs as required by the project director.
- Collaborates with HEDS subcontractor the American Council on Education (ACE) to facilitate, coordinate, supervise/manage, and report on partnerships between U.S. and Vietnamese HEIs, ensuring timely and effective performance of partnership activities.
- Leads activity design and implementation (including developing scopes of work, terms of reference, and activity budgets) of work under Component 3 and supports other components as required.
- Directly supervises one or more long-term staff and short-term consultants hired in support of Component 3.
- Collaborates with Activity Monitoring, Evaluation, and Learning team to collect and report Activity performance data.
- Advises Activity leadership on strategic technical and management direction of the HEDS Activity.
- Other relevant tasks, as required by the project director.
Final duties and responsibilities will be determined based on work plans annually approved by USAID and accepted by MOET.
Required Skills and Qualifications:
- Minimum 8 years of experience in program management or and/or delivery required;
- Experience facilitating international HEI partnerships and/or internationalization activities of Vietnamese universities;
- Advanced degree (Masters) in education. public policy, law, business, or other relevant field required;
- Demonstrated expertise working to strengthen Vietnam’s higher education sector:
- Strong existing network with relevant higher education stakeholders in Vietnam;
- Demonstrated leadership, versatility, and integrity;
- Demonstrated experience coordinating activities of international partners in program or service delivery in Vietnam required;
- Excellent written and oral communication and presentation skills in English and Vietnamese required;
- Supervision of 1-3 staff members (direct reports);
- Advanced proficiency in Microsoft Office applications and online collaboration tools;
- Experience delivering higher education strengthening programming strongly preferred;
- Doctoral (PhD or equivalent) degree preferred;
- Familiarity with educational requirements of high technology industries including Artificial Intelligence, Automation-Robotics, Biotechnology, Cybersecurity, Renewable Energy, Semiconductors and with Vietnamese legal education strongly preferred;
- Experience coordinating activities of U.S. partners preferred.
