BACKGROUND:

IRD VN is a locally registered social enterprise in Viet Nam. IRD VN is a young, dynamic and growing organization. Though we started in 2016, we now have over 30 office-based staff working across five cities in Viet Nam. We work in close collaboration with the People’s AIDS Committee, Provincial and National TB Program and other in-country partners to implement projects funded by USAID, the University of San Francisco (UCSF) the Stop TB Partnership’s TB REACH initiative, the Centers for Disease Control and Prevention, UNITAID and Otsuka.

In collaboration with UCSF, IRD VN is helping to provide technical assistance for the rollout of HIV recency testing in three focus provinces (Hanoi, Hai Phong and Thai Nguyen) of Viet Nam. We will support the inclusion of a recent infection testing algorithm (RITA) into select HIV testing sites in the country. All persons attending HIV testing who test HIV positive for the first time will be offered the HIV recency test. A sample of blood will be sent to regional labs for viral load testing to complete the recent infection algorithm. IRD VN will provide technical assistance to implementing partners who are rolling out the activity. The main role of IRD VN will be data analysis and use activities, data and continuous quality improvement activities, and monitoring of recency testing implementation.

We are searching for a highly personable and motivated HIV Programs Data Manager who is detail- and numbers-oriented. This person needs to be diligent and responsible while maintaining strong relationships with coworkers, donors and government staff. He/she should ideally have a strong understanding of HIV program implementation and the operations of the People’s AIDS Committee.

JOB RESPONSIBILITIES:

  • Help to develop/update and enforce policies for effective and secure data management
  • Design and map out a data system for IRD VN’s HIV projects, in collaboration with IRD VN’s HIV program team
  • Develop and maintain up-to-date paper forms and database codebooks for IRD VN’s HIV projects
  • Maintain databases and conduct routine maintenance as needed to ensure data integrity
  • Suggest and implement data improvement and data automation strategies based on regular assessment of data collection and data quality
  • Troubleshoot data-related problems and authorize maintenance or modifications
  • Coordinate (re)trainings of staff and health workers on the use of data collection tools and project data systems
  • Provide capacity building to members of the M&E and field teams for data collection best practices
  • Supervise members of the M&E team in verifying and cleaning data collected by field teams in real time (database management) and report on these activities to others at IRD VN
  • Develop project reporting and presentation templates to facilitate data-driven programming
  • Supervise members of the M&E team in producing weekly project reports using aforementioned templates
  • Coordinate with field staff to learn, understand and continuously improve the data systems and reporting procedures that feed into it
  • Supervise the collection of the government’s HIV data (prevention, test and treatment) on a quarterly basis and ensure the completeness and accuracy of collected data to support provinces meet 90-90-90 target and aim to end AIDS in Viet Nam by 2030
  • Support the analysis and summary of data for regular donor and stakeholder reporting
  • Respond to ad hoc requests for data reports from others at IRD VN and partner organizations
  • Analyze and summarize project data for presentations at conferences and scientific publication
  • Other activities requested by IRD VN management

KNOWLEDGE AND SKILLS REQUIREMENTS:

  • An analytical mindset with problem-solving skills
  • Ability to decipher and organize large amounts of data
  • Strong data management skills, including proficiency in MS Excel and MS Access
  • Strong data analysis skills, using statistical software (such as Stata [preferred], SPSS, SAS and/or R)
  • Ability to work well in a team setting
  • Ability to complete milestones and work toward multiple deadlines simultaneously
  • Strong verbal and written communications skills
  • Experience implementing or monitoring research studies (desirable)

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • A Master’s degree in public health, epidemiology, biostatistics/statistics, or related discipline is required
  • Three years of work experience with infectious disease programs and research, ideally in HIV programs

LANGUAGE REQUIREMENTS:

  • Fluency in written and spoken English and Vietnamese is required
