HIV Services Program Officer

The Center for Community Health and Development (COHED) is a Vietnamese non-profit, non-governmental organization dedicated to improving the quality of life of Vietnam’s most vulnerable people via research, support interventions, capacity building and policy advocacy.

COHED is receiving financial supports from the USAID to implement the “USAID Community HIV Link – Northern Coast” in Vietnam in the period of 2014-2017. The project aims to build a sustainable response to HIV/AIDS prevention and control in Hai Phong, Quang Ninh and Nghe An and will focus on improving quality of HIV/AIDS services provided by community based organizations (CBOs) and civil social organizations (CSOs) in these three provinces.

SCOPE OF WORK:

Key Responsibilities:

  • Provide operational, logistical management and technical support to HIV services delivery by CSOs/CBOs at provincial level;
  • Deliver training and mentoring for CSOs/CBOs in services delivery and referral activities;
  • Coordinate and manage the project activity proposal and implementation process of CSOs/CBOs, including effective provincial coordination mechanism and efficient linkages with local service providers;
  • Closely work with M&E and other project staff to ensure efficiency of service delivery activities by CSOs/CBOs;
  • Ensure the periodical reports of provincial partners are in line with the project requirements;
  • Monitor program immediate and long-term impacts for learning on aspects such as relevance, strategy, inputs, and processes.

QUALIFICATION AND REQUIREMENTS

  • Hold a university degree in public health, medicine, or health related field; preferably;
  • Practical experiences and demonstrable skills in project administration and management;
  • Excellent organizational, administration and logistics skills;
  • Good English writing and general communication skills;
  • Experience and interest in HIV/AIDS;
  • Ability to communicate and work with people from diverse socio-economic and cultural background;
  • Willingness to learn and frequent travel to project provinces.
