POSITION SUMMARY:

Duration of contract:      1 year (extension to be based on performance and availability of funds)
Travel requirements:       Regular travel to Northern and Southern provinces

BACKGROUND:

IRD VN is a locally registered social enterprise in Viet Nam.  IRD VN is a young, dynamic and growing organization.  Though we started in 2016, we now have over 30 office-based staff working across five cities in Viet Nam.   IRD VN works in close collaboration with the Vietnam Administration for HIV/AIDS Control, the National TB Control Program, Provincial CDCs and TB Programs, and other in-country partners to implement projects funded by USAID, the Stop TB Partnership’s TB REACH initiative, the Centers for Disease Control and Prevention (US CDC), UNITAID and Otsuka.  

In collaboration with CDC.US, IRD VN is helping promote progress towards sustained HIV epidemic control by bridging current gaps in private sector engagement, linking Vietnam’s HIV and public health system, and infusing a Clinical Business Intelligence (CBI) approach with HIV program stakeholders. The project objectives have been designed in alignment with key requirements for HIV program services as well as cross-program areas (CPA) including Strategic Information (SI) and TB/HIV in seven focus provinces (Ha Noi, Hai Phong, Thai Nguyen, Ho Chi Minh, Binh Duong, Long An) of Viet Nam. We will catalyze the expansion of client access and uptake to high-quality HIV services in private and community care settings through a Private Provider & Community Support Agency model.

RESPONSIBILITIES

  • Review, strengthen and enforce policies at IRD VN for effective and secure data management
  • Build capacity of Vietnamese IRD VN staff to analyze case-based surveillance HIV program data for HIV test, ARV linkage and follow up, recency testing and PrEP provision
  • Provide mentorship and support to Vietnamese staff who provide technical assistance to VAAC staff on data analysis, presentation and interpretation using case-based surveillance data
  • Review and assess Provincial-level reports from VAAC and pCDCs in order to develop tailored capacity building and technical assistance plans
  • Monitor quarterly (or more frequent) data reports and revise capacity building and technical assistance plans to improve performance against key CDC and VAAC HIV indicators
  • Train Vietnamese IRD VN staff on ‘data for action’ principles and the use of PowerBI and other data visualization tools
  • Regularly engage with CDC staff to develop a cohesive strategy for capacity building and technical assistance provision
  • Support data collection and analysis for HIV programs, including HIV Self Test distribution, PrEP and private sector engagement
  • Respond to ad hoc requests for data reports from others at IRD VN and partner organizations
  • Analyze and summarize project data for presentations at conferences and scientific publication
  • Other activities requested by IRD VN management

REQUIRED EXPERIENCE/SKILLS:

  • An analytical mindset with problem-solving skills
  • Ability to decipher and organize large amounts of data
  • Strong data management skills using relational tables
  • Strong data analysis skills, using statistical software (such as Stata [preferred], SPSS, SAS and/or R)
  • Strong data visualization skills, using PowerBI
  • Ability to work well in a team setting
  • Ability to complete milestones and work toward multiple deadlines simultaneously
  • Strong verbal and written communications skills
  • Experience implementing or monitoring research studies (desirable)

  • Five years of work experience with infectious disease programs and research, with at least two years of experience working for international HIH programs
