Summary:
Counterpart International is seeking a HIV/AIDS Technical Specialist for an anticipated civil society strengthening program with response to HIV/AIDS in Vietnam. With direction from the Chief of Party and Counterpart HQ staff, the HIV/AIDS Technical Specialist will provide technical direction to develop effective program strategies for HIV/AIDS prevention, care, and treatment for at-risk populations. The Specialist will work with selected Vietnamese Civil Society Organizations (CSOs) to implement effective community-based HIV prevention programming, train CSO leaders and staff in HIV policy, improve media capacity to create awareness, and promote a community based treatment literacy and adherence support program. The Specialist should have technical expertise in health, HIV/AIDS preventive care, HIV policy, building civil society organization capacity, media, networking, trainings, and government-CSO communication.

Qualifications:
- Minimum of eight (8) years relevant experience with a minimum of five years (5) of experience providing technical assistance to organizations implementing HIV/AIDS treatment, prevention, and care  programs for at risk populations.
- Minimum of five (5) years experience working in Vietnam or South Asia- Pacific with an understanding of the current condition of HIV prevention, HIV policy and CSOs building capacity in the region.
- Master’s Degree in Public Health, Public Policy or a similar field.
- Technical expertise in the areas of health, HIV/AIDS preventive care, advocacy, policy formulation and capacity building, with a focus on mentoring CSO management and fostering CSO-government interaction and communication.
- Demonstrated leadership capacity and ability to guide teams of experts to achieve project goals.
- Previous experience managing USAID or other donor-funded projects. Knowledge of PEPFAR indicators and programming strongly desired.
- Prior experience developing and implementing effective community-based HIV prevention, treatment, and advocacy programs preferred. Experience working with MARPs and PLHIV and in similar health-related programs are a plus.
- Proven ability to train CSO management, community health workers, and volunteers.
- Excellent communication and organizational skills, including the ability to deliver technical presentations to diverse audiences.
- Excellent cross-cultural skills, ability to work in a diverse, multi-cultural environment, with respect, professionalism and gender sensitivity.
- Ability to work under pressure, perform and prioritize multiple competing tasks.
- Computer literacy in Microsoft Word, Excel, and PowerPoint required.
- Excellent English language skills required (written and spoken), fluency in Vietnamese highly preferred
