BACKGROUND

The German Red Cross (GRC) is part of the world wide Red Cross and Red Crescent Movement assisting victims of conflict and disaster and people affected by social or health related crisis. The Red Cross movement provides to vulnerable people assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality.

In Vietnam GRC is supporting its local partner, the Vietnam Red Cross (VNRC), to implement projects in the field of Disaster Relief & Rehabilitation, Disaster Risk Reduction & Climate Change Adaptation, Water & Sanitation and Capacity Building.

GRC’s legal basis for operating in Vietnam is the Certificate of Registration No 66/BNG-VPDA which is currently valid till 05/11/2018. GRC has an average of 16 national staff members.

To enhance the level of compliance of the current GRC Staff Regulations with the actual regulations of the Labour Law, GRC is seeking for the services of an HR specialist.

OBJECTIVES

•    Revise the GRC Vietnam Staff Regulations and develop new Regulations
•    Revise existing and develop missing annexes
•    Improve the understanding of GRC staff about the Vietnamese Labour Law and the GRC Staff Regulations

KEY TASKS

•    Get familiar with available documents
•    Check if the suggested table of contents is covering all necessary aspects which shall be regulated and suggest changes if necessary
•    Agree on the final version of the table of contents with GRC core staff
•    Compile the new document by ensuring the requirements of the Labour Law and a maximum of coherence with available regulations
•    Share the draft with the core staff by pointing out/explaining the main new regulations and possible risks for the organization
•    Incorporate compiled feedback of core staff
•    Revise, adapt and develop missing HR related annexes taking into account visibility / corporate identity of GRC
•    Organise a staff workshop on Vietnamese Labour Law and the main points of the new Staff Regulations

New GRC Vietnam HR Regulations including a set of annexes

Duty Station and Travels

For the duration of the assignment (maximum 10 days between the 20th  June and 20th July) the consultant will be working home-based in Hanoi. She/he will participate in / facilitate meetings in Hanoi, based on an agreed schedule.

Languages

The consultant is required to be fluent in writing, speaking and reading both English and Vietnamese.

Responsibilities

The consultant will be reporting to the GRC Country Representative and working in close collaboration with GRC core staff.

Education and Experience

•    University degree in law (specialized on labour law) or other relevant field
•    Experienced working on HR issues for national agencies and/or international organizations would be an asset
•    Extensive experienced in developing communication products to various audiences
•    Workshop facilitation skills
•    Highly skilled in using software
