HR Officer

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development.

We have been working with our partners in Viet Nam since 1993 and are currently active in three main fields of cooperation: 1) Sustainable Economic Development and Vocational Training; 2) Environmental Policy, Natural Resources and Urban Development; and 3) Health.

We run projects commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). We also cooperate with the Australian Agency for International Development (AusAID), the European Union (EU) and KfW Entwicklungsbank.

Since 1999 GIZ has maintained a representative office in Hanoi, which provides a full range of services to around 20 projects and programmes in Viet Nam.GIZ is looking for a highly motivated and qualified Vietnamese national to join its team at the country representative office in Hanoi for the position of HR Officer. Location: Hanoi  

Main responsibilities

- Supports the Country Directors in the adaptation and documentation of the national human resources policy and manuals.
- Assists in the implementation and application of the personnel policy.
- Makes sure that the HR policy meets the legal requirements of Vietnam and the local conditions. In this context he / she must liaise closely with a local lawyer.
- Advises the Country Directors on basic HR policy issues
- Works out a performance management system (using the existing appraisal form) including performance development plan.
- Supports the Country Directors in the implementation of the performance management system and employee development programs (e.g. staff assessment, bonus system, human resources development plan)
- Using Performance Employee Evaluation, identifies training needs and proposes training plans for employees.
- Plans and organises training measures, including induction events for new staff, and advises managers on further training measures.

Minimum qualifications and skills

- MSc in business administration, university degree in law, economics or sociology (if possible with a focus on HR management) or similar area
- At least 5 years’ professional experience in a comparable position.
- Excellent Vietnamese, English and good German language skills (spoken and written);
- Very good writing skill, specially conceptual writing
- Broad knowledge of regulatory and professional guidelines;
- Understands and is able to apply professional guidance and regulations (state, local) to problems of selection, system development and implementation.
- Knowledge of research methods and policy formulation
- Familiar with HR procedures
- Broad knowledge of Vietnamese labour law
- Experience in advising on HR issues
- Impressive track record in a service provider and governance role
- Awareness of how to handle HR issues appropriately (confidentiality, data protection)
- Ability to appropriately plan and organize; administer and prioritize; monitor and evaluate the work flow of projects and activities.
- Ability to communicate effectively verbally and in writing; establish and maintain effective working relationships with employees 
- Apply general principles effectively to specific conditions.
- Ability to work with minimal supervision and take initiative in pursuing departmental responsibilities.
- Excellent interpersonal skills
- Able to work closely with a team
- Excellent computer skills in a Microsoft Windows and database management.
- Excellent organizational and management skills.
- Willingness to upgrade skills as required by the tasks to be performed
