Human Resource and Administration Manager (HR&A Manager)
Norwegian People's Aid (NPA) is an Oslo-based Humanitarian organization working in the fields on Mine Action and Development. NPA’s Vietnam Programme is primarily based on Mine Action and it supports a project office in Hue and a partner office in Quang Tri. NPA Vietnam’s office in Hanoi is seeking qualified Vietnamese national applicants for the position of Human Resource and Administration Manager (HR&A Manager). The position is based in Hanoi with travel to provinces.
Main responsibilities
- Review and maintain NPA Vietnam’s Personnel Policy
- Ensure NPA Project Office strictly adhere to the personnel policy
- Ensure all NPA (and partner) staff are recruited and contracted in accordance with NPA Policy and procedure, and Vietnamese Law
- Establish an administrative filing system to be implemented through NPA Vietnam offices
- Provide capacity building, impart knowledge and conduct training on NPA Vietnam policy and procedures to staff under your line management
- Oversee the daily functioning of the NPA Hanoi office
- General clerical work as required.
- Oversee work permit, visa and travel arrangements for NPA international staff and visitors
- Translation duties including the both the written translation of documents and the verbal translation on behalf of the CD during meetings
- Assist in organization training, workshops and seminars
- Act as NPA’s focal point with Vietnamese government departments
Minimum qualifications
- Applicable HR & Admin tertiary qualifications
- Experience with working in\with NGOs or INGOs
- Applicable experience in the HR and Admin field
- Computer literate (Outlook, Microsoft Word, Excel, PowerPoint, and Visio...)
- Excellent written and spoken English
- Good communication and interpersonal skills.
- A highly self-motivated, committed and honest individual
- Ability to work with individuals from different cultural/national background
- Ability to manage priorities and workload under minimum supervision
