Human Resource Manager

CARE International in Vietnam is a Non-Government Organization representing the CARE International network in Vietnam since 1989. CARE in Vietnam’s Program Strategy is explicitly oriented around achieving impacts for particularly vulnerable and marginalised groups in Vietnam. To achieve this, we work with Vietnamese partners across sectors such as health services, rural livelihood development, disaster risk reduction and climate change adaptation. We recognise that women’s empowerment is a critical pathway for poverty reduction and place women and girls from marginalised population groups at the heart of our programming efforts.

CARE in Vietnam is looking for an experienced and qualified Vietnamese to fill the role of Human Resource Manager.

POSITION INFORMATION:
Position title:    Human Resource Manager (HRM)
Contract:    Two years contract with potential for extension
Based in:     Hanoi with travel to project sites as required

POSITION SUMMARY:
The Human Resource Manager (HRM) is responsible for the management of human resources in line with requirements, processes, and practices of CARE in Vietnam supported by the Country Director in Vietnam.

REPORTING RELATIONSHIPS:
The HRM reports directly to the Country Director (CD)
The HRM has one direct report, the HR Officer.

MAIN DUTIES:
- Overall responsibility for the achievement of departmental objectives and operational activities within timelines and within budget.
- Ensure the organization maintains compliance with the Labour Code of Vietnam. 
- Under the direction of the Country Director, the HRM is responsible for implementing the human resource elements of the Country Office strategic plan, including reviewing, developing, and implementing appropriate policy, procedures, and processes.
- Provides authoritative advice, including best practice, on human resource issues, policies, and process across the Country Office, and to key external stakeholders as required. 
- Works with senior Country Office staff, including CD and ACD, on managerial and technical human resource issues through significant contributions at senior level meetings within the Country Office, regionally and organization-wide.
- Provides support to CARE Vietnam staff, line managers and senior management to ensure strong human resource management throughout the country office.

SELECTION CRITERIA:
- Qualifications in Human Resource Management and/or related field or a minimum of 3 years experience in a similar Senior Human Resource Management position
- Strong working knowledge of Government regulations, laws (labor law, insurance, income tax)
- Demonstrated flexible approach and ability to work under pressure and to organise and manage workload to competing deadlines
- Demonstrated consultative team management approach
- Demonstrated strong leadership and influencing skills – the ability to provide sound human resource advice to Senior Management to support strategic decision making
- Good communication skills (both written and spoken) in English and Vietnamese including report writing
- Strong skills in Microsoft Office (Word and Excel)
