Hoa Sen University (HSU) is located in the center of Ho Chi Minh City – a dynamic center of Vietnam and the Southeast Asia region.  Founded in 1991, HSU was among the first institutions in Vietnam to recognize and focus on the unique educational needs of a developing society and built a reputation for excellence in vocational and technical education.  In 2006, HSU officially became a private university extending its educational offerings to include four-year Bachelor’s and Master’s degree programs.
Since its inception, HSU has been committed to quality training to meet the practical needs of business and society. The University currently has four faculties: Economics and Commerce, Science and Technology, Languages and Cultural Studies, and Polytechnics.  HSU offers academic programs at all levels (technical/vocational, postsecondary, undergraduate and postgraduate) with more than 9,000 students at three main educational facilities and many satellite branches providing professional training in information technology.

Position Description and Responsibilities:
You are responsible for the effective and efficient administration and operation of the HRA Department and ensure proper management of all personnel at HSU. You will ensure effective implementation of all HR policies and procedures and a sound system of HR internal controls to provide leadership with tools for decision making for organizational development. Under the direction of the Management Board, you will propose and implement feasible solutions to resolve personnel matters, create processes, procedures and policies as necessary, and develop training programs to further enhance staff skills and learning.

You are responsible for providing leadership to staff within your department and help to maintain an environment of high-quality service and performance.  You will develop long-range plans and implement short-range goals to further develop your department. In this role, you will also encourage cross-cultural awareness and understanding and help develop cultural sensitivity within your department.

Duties will include but not be limited to the following:
- Develops, maintains and executes the activities of the HRA Department including HR strategy development, planning, HR development and management, and organizational development.
- Oversee management of personnel including policies, recruitment/disciplining/termination procedures, compensation and benefits (administrative and academic staff), employment contracts, salary surveys, employee satisfaction surveys, improving performance management process and related activities.
- Develop and implement internal training programs and/or coordination of external trainings.
- Manage the HRA Department with focus on transparency, fiscal responsibility and ensure efficient use of HSU human resources.
- Perform duties in support of and as required by the Management Board.

Qualifications:
- Master’s degree in a field related to HR development and management preferred; or Bachelor’s degree in Management or relevant field with equivalent training/experience.
- At least 10 years relevant experience preferably in an international context, with 5 years in a management position.
- Experienced in various aspects of HR management and development including planning and training; some experience in change management or organizational development is desired.
- Managerial Competencies: Vision, leadership, empowering others, building trust, managing performance, and judgment/decision-making.
- Good knowledge of, and experience in strategic planning, preparing work plans, monitoring, reporting and budget management.
- High level written and verbal communication skills (English advanced, Vietnamese required).
- Must have good client/customer service orientation and be open and committed to continuous learning and development.
- Must have high integrity, accountability, transparency, professionalism and respect for diversity.
- Proactive, dynamic, collaborative team player and promotes a positive and professional work environment.
- Must be flexible and able to juggle multiple and shifting priorities while maintaining focus on overall departmental goals.
