Project Objective 

SI is implementing the USAID/Vietnam Learns Contract.?The scope of the five-year project is to support USAID/Vietnam staff and its implementing partners to implement more efficient, effective, and sustainable programs by (1) improving staff knowledge and skills in Monitoring, Evaluation & Learning (MEL) and Collaborating, Learning & Adapting (CLA); (2) advancing evidence-informed decision-making; (3) strengthening strategic collaboration between staff and local stakeholders.?

Position Description 

SI seeks to hire a short-term HR and Admin Assistant Consultant, who will provide human resources support and assist the administrative process. This consultancy is based in Hanoi for 6 months contract and will report to the HR Specialist.

Responsibilities  

With the support and guidance of the Operations Team, the consultant will be expected to:

Human Resources and Recruitment (70%) 

  • Support HR Specialist in performing full-cycle recruitment of expatriate and local consultant teams, including:
  1. Posting job advertisements for appropriate job boards and newspapers.
  2. Sourcing qualified candidates through various means; networking with partners to increase SI’s pool of candidates.
  3. Screening for candidate skills, background, and quality.
  4. Setting up interviews and attending interviews when appropriate.
  5. Ensuring the SI recruitment trackers, database, and Taleo, are kept up to date
  6. Conducting verification of candidate references, drafting selection memos, Consulting Agreements, and Young Professionals Agreements.
  7. Ensuring the SI recruitment tracker, database, and Taleo, are kept up to date
  8. Supporting the onboarding process for new hires.
  • Optimize multi-channel recruitment strategies to reach more potential candidates.
  • Support USAID Learns’ internal/external events and bonding activities.
  • Support to collect the Trade Union documents and report to Vietnam General Confederation of Labour.

Procurement and Administration (30%)

  • Ensure the operation of equipment by completing maintenance requirements; calling for repairs; maintaining equipment inventories.
  • Support with purchasing supplies, equipment, and services for USAID-Learns office. 
  • Support with event logistics including meeting room set up, travel, and accommodation.
  • General administrative assistance.
  • Support accountant to follow up with related individuals and suppliers on obtaining payment supporting documents and making payment vouchers.  
  • Other tasks as assigned. 

Qualifications

  • Bachelor’s Degree or higher in social sciences, business administration, business management, or in relevant fields.
  • Demonstrated experience and passion for human resources/ procurement/ administrative procedures.
  • Proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint.
  • Strong digital skills, including visualization, design and consolidation of information, preferred.
  • Ability to pay close attention to details and handle multiple tasks.
  • Ability to exercise good judgment and communicate effectively, orally and in writing.
  • Strong self-reflection skills and learning mindset, proven capacity to take initiative.
  • Very strong verbal and written English, required.
  • Experience working with USAID-funded projects, required.
