SCOPE OF WORK

Proposed Personnel:         Human Resources Manager (Cooperating Country National)

Period of Performance:     June 1, 2022 – May 1, 2023

Project Background:

The USAID Trade Facilitation Program aims to support Vietnam to adopt and implement a risk management approach to customs, which will facilitate the implementation of the World Trade Organization’s Trade Facilitation Agreement (TFA), of which both Vietnam and the United States (U.S.) are members. The Program will work with The General Department of Vietnam Customs (GDVC) to ensure simplification, harmonization, professionalization, and adoption and implementation of risk management approaches at the national and provincial levels to expedite cross-border trade and to enable Vietnam to implement WTO TFA commitments. The Program will work with the GDVC, private sector and other Government of Vietnam (GVN) agencies to simplify policies and across GVN units, foster stronger linkages between national and provincial levels, and improve coordination and implementation at the provincial level.

Overview

The Human Resources Manager will report to the Operations Director and facilitate recruiting, transitioning, and supporting staff and consultants to ensure full and effective implementation of the Program. This position will address the critical need for a resilient HR posture on the project to be able to rapidly respond to needs during the final contract year. The HR Manager will put a plan in place to mitigate any delays or personnel gaps caused by the scheduled project end date. The HR Manager will adopt a proactive structure to ensure the implementation of project activities continues uninterrupted.

NOTE: This position is for less than one year, with the possibility of extension.

Responsibilities and Tasks

  • Facilitate the full hiring processes including the promotion, collection of applications, interviews, evaluation, and onboarding;
  • Support the hiring and transition processes including reviewing biodatas, negotiating rates, extending offer/expiry letters, and preparing severance packages;
  • Proactively recruit candidates and build a roster of potential candidates for every position;
  • Draft and modify contracts, letters of agreement, and other contractual documents for the new hires and existing employees;
  • Maintain and update human resource trackers including billing hours, rates and pay raises, periods of performance, and remaining hours;
  • Ensure compliance with the national employment laws and Nathan Home Office policies;
  • Liaise with the technical and communications teams to gather information on the hiring needs and transitioning plans; and
  • Other tasks as directed by the Operations Director and/or Chief of Party.

Qualifications

  • At least 5 years of operational management experience at international companies or NGOs in a mid-senior level position;
  • Significant experience with all stages of the recruitment process;
  • A relevant degree BA/ BS required, MA/MS preferred (business management, public administration, or related field)
  • Fluent in English and Vietnamese with excellent writing and communication skills in both;
  • Excellent computer skills in MS Office (Word, Excel, Outlook, PowerPoint);
  • Have an experience in working and communicating with multicultural teams including international staff; and
  • Preferable experience with international development cooperation and donor-funded projects, especially with USAID.

Reporting

The Human Resource Manager will report to the Operations Director and the Chief of Party.
