Human Resources Officer - Asia Regional Office

The International Center for Tropical Agriculture (CIAT) works to reduce hunger and poverty, and improve human nutrition in the tropics through research aimed at increasing the eco-efficiency of agriculture. CIAT is a member of the CGIAR Consortium (www.cgiar.org), a global research partnership working many partners for a food secure future.

CIAT Asia is looking for a Human Resources Officer responsible for providing support in the various human resource functions, which include recruitment, staffing, training and development, performance monitoring and employee counseling. The position reports to the Director of HR at CIAT Headquarters and the Asia Regional Administrative Coordinator. This is a nationally recruited position in Vietnam, and will be based at CIAT Asia Regional Office in Hanoi.

SCOPE OF WORK

The Human Resources Officer provides support, advice and assistance to management team, work supervisors and staff in general. This may include information on training needs and opportunities, job descriptions, performance reviews and personnel policies of the Region.

He/She coordinates the staff recruitment process by providing advice and support, in sourcing from staff selection committees and ensures that they have accurate and timely information in order to make effective decisions.

RESPONSIBILITIES

  • Provide support to staff development
    • Identify professional training and career development opportunities for talent management
    • Organize staff training sessions, workshops and activities
    • Process employee requests for external e training while complying with policies and procedures
    • Provide basic counseling to staff who have performance-related concerns
    • Provide advice and assistance in developing human resource plans
    • Provide staff orientation
  • Monitor staff performance and activities.
    • Facilitate institutional processes for staff performance evaluation
    • Investigate and understand causes for staff absences.
    • Provide basic counseling to staff who have performance related issues.
    • Provide advice and recommendations on disciplinary actions.
  • Coordinate staff recruitment and selection process
    • Provide advice and assistance to supervisors on staff recruitment
    • Guide the preparation of job descriptions, notices and advertisements for vacant staff positions.
    • Schedule and organize interviews
    • Participate in applicant interviews
    • Conduct reference checks on possible candidates
    • Prepare, develop and implement procedures and policies on staff recruitment
    • Inform unsuccessful applicants
    • Conduct exit interviews
  • Provide information and assistance on human resource and work related issues
    • Develop and implement  human resources plan and personnel management policies and procedures
    • Promote workplace safety.
    • Provide advice and assistance to staff and management on pay and benefits policies
    • Research and monitor human resource systems in other organizations within the community.
    • Explain provisions of CIAT’s global and regional personnel policy.
    • Explain employment standards and legislation such as staff compensation, labor standards.
    • Organize the transitional provisions of employee compensation, pay and benefits when positions are transferred or new positions are funded
    • Attend Regional Management meetings to provide information, when necessary.
  • Perform other related duties as required

QUALIFICATIONS

  • Minimum Bachelor’s degree (Master’s degree preferable) major in Psychology, Management, Public or Business Administration and related fields
  • At least 3 years of work experience in similar positions.
  • In-depth knowledge and understanding of international organization’s human resource policies and procedures.
  • Ability to communicate to colleagues the administrative processing requirements and supporting rationale in a manner that engenders cooperation.
  • Knowledge and proficiency of relevant office technology application and personnel database systems necessary to the human resources unit's core service.
  • Strong analytical thinking with ability to analyze relationships among several parts of a problem or situation; break down a complex task into manageable parts in a systematic way; recognize several likely causes of events or several consequences of actions; and anticipate obstacles and think ahead about next steps.
  • Ability to oversee, coordinate and perform activities related to personnel administration and systems (recruitment, hiring, retention) and the know-how on human resources training and development, staff budgeting and statistics, salary and benefits administration, and/or other general administration activities.
  • Excellent English communication skills, both speaking and writing.
  • Able to liaise and work effectively with colleagues
  • Able to work collaboratively with teams as a constructive team member.

Terms of employment

The initial contract will be for one (1) year, subject to a probation period of three (3) months, and is renewable depending on performance and availability of resources. CIAT is an equal opportunity employer.
