World Vision International – Vietnam (WVV) invites Vietnamese competent candidates for the following position:

HUMANITARIAN AND EMERGENCY AFFAIRS (HEA) OFFICER , work base: Hanoi.

World Vision is a Christian relief and development organisation working to create lasting change in the lives of children, families and communities living in poverty. WVV employs about 450 staff, of which 99.5% are Vietnamese nationals.

WV Vietnam has 43 Area Development Programs (ADP). ADP is a 10-15 year community development program that is an integrated approach to community development, emphasizing the process of community participation, ownership and sustainability, while addressing the macro and micro causes of poverty. WVV’s ADPs focus within one administrative district of a province which usually populated by ethnic minority people with very high rates of poverty. 

Stretching along the Eastern Sea (“Bi?n ?ông”), for 1,650 kilometers from north to south, and with a coastline of over three thousand kilometers, Vietnam is the largest of the lower Mekong countries.  Almost 75% of the land is mountainous, leaving the remaining valleys and plains. Vietnam is one of the most disaster-prone countries in Asia.   

According to recent reports, under impact of the Climate Change, Vietnam will be amongst the most hit countries “Sea levels could rise rapidly with accelerated ice sheet disintegration. Global temperature increases of 3–4°C could result in 330 million people being permanently or temporarily displaced through flooding. Over 70 million people in Bangladesh, 6 million in Lower Egypt and 22 million in Viet Nam could be affected” (UNDP, Human Development Report 2007/2008). According to the IPCC, a one metre sea-level rise could flood 15,000 to 20,000 square kilometres of the Mekong River Delta and affect half a million square hectares of the Red River Delta. In this scenario, 2,500 square kilometres of mangrove will be lost, and around 1,000 square kilometres of cultivated farmland and agriculture areas will become salt marshes.

Purpose of the position:

The position provides support and assistance to design, implement, and monitor emergency responses in Vietnam. The position is also expected to provide assistance to mainstream Community- based Disaster Risk Reduction (CBDRR) and Climate Change Adaptation (CCA) into Area Development Programs (ADPs) implemented by World Vision Vietnam.

Requirements:

- A bachelor degree (environment preferred)
- Strong command of report and proposal writing in English and Vietnamese
- High networking and diplomacy skills
- Reasonable planning, monitoring and evaluation skills
- Direct experience and thorough working knowledge of design requirements and regulations of major donors
- Strong knowledge in computer applications including word processing and spreadsheets
- High level of understanding in emergency relief administration, program response, program design and project writing
- Must be a team builder committed to the transfer of knowledge
- Willing to travel extensively and cover difficult assignments, particularly on relief and other project (up to 50% of time)
- Ability to work with a reasonably level of comfort in high tension and high security risk situations 
- Requires ability to adjust to harsh living conditions
- 3 years relevant work experience
- Experience of budgeting
- Experience working in emergency response programming including hands on operations.
