Inclusive Education Monitoring and Evaluation Officer; Education Project Officer

Catholic Relief Services (CRS) is a US non-governmental organization that has been operating in Vietnam for more than 15 years. CRS projects assist local counterparts to build capacity in the areas of Education, HIV/AIDS care and treatment, Emergency preparedness and response. Reflecting our commitment to carry out quality programming to benefit the poor, we are now seeking dynamic Vietnamese candidates for two positions for our Inclusive Education Program based in Ha Noi:

Title: Inclusive Education Monitoring and Evaluation Officer   
Reports to: IVWD project manager
Supervision: Not applicable

PRIMARY FUNCTION:
The Monitoring and Education (M&E) Officer will work closely with the Inclusive Education team to design and implement an effective and efficient monitoring, evaluation, documentation and reporting systems in support of inclusive education projects, including ”Inclusion of Vietnamese with Disabilities (IVWD)” and “Capacity Building for Parent Associations supporting Children with Disabilities (CBPA).” In addition, this position will serve as Project Officer for CBPA, responsible for facilitating planning, implementation, monitoring, financial tracking, and partner coordination for CBPA. Efforts will be divided between IVWD and CBPA based project needs. This position is based in Ha Noi with at least 30% travel to project sites.

SPECIFIC RESPONSIBILITIES:
- M&E project officer to the IVWD project
- Lead the development of M&E folders, including M&E schedule, data collection tools and guidelines, for CRS Vietnam’s Inclusive Education programs.
- Facilitate high degree of partner and community involvement in M&E folder development.
- Involve community and partners in M&E design and indicator selection where appropriate.
- Design data recording systems for use by CRS and partner staff use.
- Work with IE team and partners to identify staff M&E capacity gaps and provide training and technical support to project staff and partner staff to ensure effective implementation of M&E related tasks.
- Implement, monitor and improve M&E data collection and feedback processes and systems for inclusive education program activities to ensure validity, integrity, accuracy, precision, reliability and timeliness of data collected.
- Make regular visits to project sites to monitor implementation of M&E processes, and make random checks to ensure accuracy and integrity of data collected.
- Liaise with Ministry of Education and Training (MOET) Project Management Unit and selected pilot schools to design and implement M&E tools and processes for the piloting of adaptive assessment, ICT assistive technologies and distance learning model.
- Work with IVWD project manager, deputy managerand MOET partners in facilitating the baseline study, evaluations of pilot activities, and documentation of best practices and lessons learned.
- Provide regular recording, internal trip, activity reports and information for preparation of reports to donors, and others required by supervisor.
- Analyze quantitative and qualitative data in support of program management and reporting.
- Facilitate M&E reflection sessions as part of on-going project management and coordination meetings or as stand-alone events as needed.
- Designing and implementing events for exchange of program experience. Ensure effective recording and dissemination of results of all experience sharing activities. Contribute to designing system to compile and disseminate best practices within and outside CRS.
- Identify new and innovative M&E practices for CRS Vietnam programs.
- Inclusive education project officer to the project of “Capacity building for parents association supporting CWDs” -CBPA project officer

Project Planning: work with partners develop quarterly project activity plan under the facilitation of the inclusive education (IE)project Coordinator, including programming activities and budget.
Project Implementation: facilitate relevant partners as assigned in team the implementation and monitoring of project activities in line with approved plans and CRS procedures and regulations, with a focus on strengthening capacity of parents association to build on their own initiatives and network to support children with disabilities (CWDs) in community.
Project Quality Monitoring and Management: participate in the development of program quality and monitoring quality indicators for the CBPA project. Maintain M&E system and feedback mechanisms between CRS and local partners for the assigned project location.  Make regular field trips to project sites to meet with project counterparts and participants to monitor quality of activity implementation as assigned by the  project coordinator.
Reporting: Ensure regular recording of field trips and activity implementation. Coordinate local partner to provide inputs for the periodical reports to submit to the  project coordinator as required by donor.
Documentation: Participate in compiling lessons learned, designing and implementing events for exchange of program experience. Ensure effective recording and dissemination of results of model of Parents Association. Contribute to designing system to compile and disseminate best practices within and outside CRS.
Partner Relations: Maintain positive and productive working relations with the district partners, relevant disabled person organizations (DPOs), and other government bodies.
Financial Oversight: Participate to development of project annual program budgets for the relevant project partners or project activities as assigned by the IE project coordinator. Maintain regular financial management (including quarterly and activity advance and liquidation), Ensure that the CBPA project documentation is recorded in a clear, accurate way. This includes, but not limited to mechanism of correspondence to partners relating to financial procedures and balances, advances, liquidation, payment requests and consultant payments.
Other: Troubleshooting and other tasks as necessary, education program activities / projects as requested by supervisor.

Qualifications and Personal Skills:
1. University degree in fields relating to Social Sciences, Statistics, and/or Education.
2. At least three years professional experience, preferably with Vietnamese or international NGOs in the area of monitoring and evaluation.
3. Academic training or specialized coursework in monitoring and evaluation is strongly preferred.
4. Computer proficient with strong knowledge and skills in Excel, Access, and SPSS or similar statistical analysis software including the capacity to produce computer analysis of data from those systems.
5. Experience successfully working with public sector, civil society organizations in designing, managing and/or implementing M&E systems with related capacity building support.
6. Experience in implementation in disability related programs preferred.
7. Excellent spoken and written English.
8. Good communication, interpersonal, analytical and presentation skills.
9. Confident, proactive, flexible, with strong teamwork skills.
10. Availability to travel to project sites.

II. Title: Education Project Officer (ICT)
Reports to: Inclusive Education Program Manager
Supervision: Not applicable

PRIMARY FUNCTIONS:
Facilitate planning, implementation, monitoring, financial tracking, and partner coordination of the USAID funded Inclusion of Vietnamese with Disabilities project activities; with primary focus on coordinating project activities of the ICT components in partnership with Ministry of Education and Training and its subsidiary agencies. This position is based in Hanoi with occasional travel to piloted schools.

SPECIFIC RESPONSIBILITIES:
Programming
Project Planning: Work with IVWD deputy project manager and MOET partner to develop project life implementation, annual, quarterly and monthly activity plan for ICT component, including programming activities and budget.
Project Implementation: Facilitate the implementation and monitoring of ICT project activities, with a focus on setting up key task forces for ICT device development and piloting in selected schools. Provide oversight and support to the MOET partner in implementation of activities. 
Project Quality Management: Participate in development of program quality and monitoring quality indicators, with focus on ICT component. In coordination with IE M&E officer and partner staff, implement M&E plan and feedback mechanisms between CRS and partners; and measure the outcomes of ICT pilot initiatives.
Technical support: Work with COP, DCOP and the project permanent consultant to facilitate technical support to MOET partners and taskforce teams in ICT device development and piloting.
Field Monitoring: Work with M&E PO to schedule regular field visits to piloted schools for monitoring quality and outcomes of piloted activities
Reporting: Coordinate MOET and relevant partners for developing quarterly reports relating to ICT component as required by donor and by government and submit to PM for finalization.
Documentation: Participate in compiling lessons learned, designing and implementing events for exchange of program experience through organizing consultation and dissemination workshops at central level with Ministry of education and training and other relevant partners. Ensure effective recording and dissemination of results of all experience sharing activities. Contribute to designing system to compile and disseminate best practices within and outside CRS.
Program Strategy Development: Contribute to strategic planning and program development within CRS/Vietnam. Contribute to development of new projects and proposals as required.

Finances
Financial Oversight: In coordination with IVWD deputy project managerdevelelop and monitor annual program budgets, maintain regular financial planning, review, adjustment and budget balance of relevant ICT component. This includes, but not limited to coordination of advances, liquidation, and payment requests.
Financial Reporting: Ensure effective tracking and reporting on budget expenses.

Partnership, Advocacy and Networking
Partner Relations: Maintain positive working relations with MOET and relevant government bodies, international organizations etc.
Networking and Advocacy: Maintain positive relations with relevant Attend external meetings and networking activities related to disability and education as assigned by deputy project manager.
Other: Troubleshooting and other inclusive education program activities / projects related tasks as requested by supervisor.

Teamwork: Participate with other education team members in planning and sharing of project activities/outcomes through meetings or written reports.

Logistics and Administration

Logistics: Provide logistical support for implementation of ICT project activities when necessary, such as workshops, and training courses. Participate in development and maintenance of administrative systems, especially in filing of key master documents relating to ICT components.

Translation: Provide translation and interpretation support whenever needed.

QUALIFICATIONS AND PERSONAL SKILLS:
1. University degree in Education or related field
2. At least three years professional experience in education and/or community development, preferably with Vietnamese or international NGOs
3. Practical knowledge of disability related laws and policies in Vietnam
4. Previous exposure and openness to working with people with disabilities, experience in working to support inclusive education of CWDs is preferred
5. Experience working with central level partners such as MOET, MOLISA, universities is preferred
6. Good organizational and computer skills (Word, Excel, PowerPoint, E-mail and Internet required)
7. Excellent spoken and written English
8. Good communication and interpersonal skills
9. Confident, proactive and flexible in work duties
10. Ability to work independently as well as in a team
