Project Background:

Forests are important in the global carbon cycle, carbon sequestration and storage. Although Vietnam increases in overall forest cover, there has been a reduction in both total hectares of natural forests and forest quality. To contribute to reducing land-based emissions and increasing forest carbon sequestration in Vietnam through reduction of deforestation, natural forest degradation and poor timber plantation management practices, USAID Vietnam initiated and implement the USAID Sustainable Forest Management Project (the Project) in seven provinces in Vietnam (Lao Cai, Son La, Hoa Binh, Thanh Hoa, Nghe An, Quang Tri, and Quang Nam) in the period of 2020 – 2025.

The overall goals of the Project are to (1) avoid carbon emissions from natural forest conversion; (2) Increase carbon sequestration through better management of plantation forests; and, (3) Improve quality, diversity and productivity of natural production forest.

The Project will implement a “Green Prosperity” approach that strengthens local communities’ ability to protect their natural resource base and reduce emissions while building a strong foundation for sustainable livelihoods and equitable economic growth. Engagement with the private sector and improved co-management by communities, local authorities, and the national government are at the core of Project activities.

The Project will focus on five main objectives:

  • Improve and expand community forest management
  • Increase conservation-friendly enterprises in forest-dependent communities
  • Increase functionality of law enforcement system for forest crimes
  • Improve production forest management practices
  • Mobilize domestic resources for forest management and protection

OBJECTIVE

The consultant will work under the supervision of the Project GESI focal point to conduct 2 GESI TOT trainings for approximately 50 participants of the Project. The Project will define the GESI core group to train. This consultancy aims to build the capacity of this core group to serve as trainers in GESI subject, under a TOT modality. This GESI core group and potential representatives of related stakeholders will acquire the knowledge and skills on GESI to how to integrate GESI in sustainable forest management, then these trainees will become resource persons to conduct follow-up GESI trainings for the communities.

TASKS

The consultant has responsibilities to:

  • Review the project related documents and GESI strategy
  • Develop training materials for TOT including handouts, training agenda, pre and post assessment
  • Revise GESI guidelines and checklists (already drafted by Project GESI staff)
  • Conduct 2 GESI TOT trainings with 50 participants
  • Write GESI TOT training report

Expected outputs and outcomes:

  • 50 participants enhanced GESI knowledge, facilitation and presentation skills that using participatory approaches, learners are centered
  • At least 80% of learners passed post-test of trained topics (at 80% score)
  • GESI training agenda and training materials are developed
  • GESI guidelines and checklists are finalized
  • Training report are finalized and approved by the Project in charged person

DELIVERABLES

The estimated number of working days for this assignment is 18 person-days starting from August 01 to September 30, 2021 including travel time to the training venues, training, preparation, and reporting. The required deliverables are listed in the table below. All deliverables must be submitted in English (except training materials and training agenda are in both Vietnamese and English). The specific deliverables and timeframe are shown in the table below.

QUALIFICATIONS

  • B.A. or B.S. Degree in gender studies, social science or related fields required
  • At least 5 years of relevant experience in gender mainstreaming, social analysis, indigenous peoples safeguard policy application and in social development planning and implementation, including international development experience; familiarity with USAID Gender policy is an advantage.
  • Experience in facilitating trainings especially TOT methodology preferred.
  • Experience working on gender mainstreaming and social inclusion in the forestry sector preferred.
  • Strong multidisciplinary competence combined with substantial experience in safeguard policies, social development and related capacity building.
  • Good facilitation and presentation and communication skills.
  • An energetic, forward-thinking, and creative individual with high ethical standards and appropriate professional image.
  • Excellent writing and speaking in Vietnamese and English.
