DIGITALIZING DRR/CCA LEARNING MATERIAL

In the context of COVID-19, children in Vietnam continue to have their education interrupted, with an estimated 30% of students able to access alternative learning modalities when their schools are closed. While MOET continues to promote online learning to limit these disruptions, there are no digitalized materials related to DRR/ CCA and its activities in the context of COVID-19. This is a significant gap for both disaster management and education agencies, especially for those children living in areas severely affected by disasters in addition to the pandemic

Schooling opportunity for 5 – 14 years-old children with disability in multi-dimensionally poor households is about 21% lower than that of children without disability. 40.92% of children with disability aged 6-15 years that had access to the Internet. Many parents of children with disability are not guided around what and how to support their children to learn at home, especially during school disruptions as a result of natural disaster or the COVID19 pandemic. Learning about DRR/ CCA and how to protect children from the impact of them are new to both CWD and their caregivers, especially as appropriate materials are widely unavailable. Regarding inclusive education, only 1 in 7 teachers has been trained in teaching pupils with disability, while they still have to ensure the completion of education program endorsed by the MOET, making it difficult for them to invest further efforts in organizing DRR/CCA awareness activities and including children with disability as target groups.

This emphasizes the importance of strengthening and expanding activities on DRR/CCA for girls, boys, other gender identities, and children with disability to become more resilient to the impacts of any disaster.

Objective

Save the Children is looking for an individual consultant to develop and complete contents of digitalized DRR/ CCA learning material in consultation with relevant stakeholders. Additionally, the consultant is responsible of using existing learning materials as well as lessons learned from Save children’s DRR/ CCA program so that they are in place to digitalize with the e-learning solutions consulting firm.

Location and official travel involved

For consultative activities in the field, the consultant is expected to travel to 06 target schools (04 primary and secondary schools in the two communes of Phu Dien and Phu Gia of Phu Vang district and 02 primary and secondary schools with CWD in Hue city in Thua Thien Hue province).

Services the Supplier will provide

The consultant is expected to be responsible for the following tasks.

  • Reviewing available DRR/ CCA learning materials endorsed by the Ministry of Education and Training and materials related to child-led DRR clubs developed by NGOs working on school based DRR/ CCA and principles of digital development, available literature on gender;
  • Developing a detail workplan and data collection tools for consultation and testing with children, teachers, parents and other relevant stakeholders;
  • Conduct consultation activities in the field with children and teachers and parents from 06 targeted schools and its associated parents and relevant local authorities to have inputs for the materials development;
  • Developing and complete contents of DRR/ CCA learning materials that include 03 sections:
    • Section 1: contains 06 learning sessions including rationales for children’s engagement in DRR/ CCA in the context of COVID-19, reliable sources of information for COVID-19, explanation for about 17 main terminologies related to CCA and DRR, general guidance for teachers and parents when supporting e-learning for children, including CWD, question & answer including emergency contact, up to date key facts related to CCA/DRR and COVID-19. Each learning session will take about 5 minutes in total.
    • Section 2: contains 07 learning lessons related to DRR including types of hazards, impacts of disasters, disaster songs, actions (before, during and after) to respond to a disaster in the context of COVID19; hazard risk mapping in school and around, mini games to help children name the items to pack in a go-bag when evacuating, good practices help children calm themselves during stressful situations.
    • Section 3: contains 10 learning sessions related to climate change including concept of weather and climate change, causes of climate change, impact of climate change, adaptation to climate change, understanding of waste/garbage, impact of waste, garbage to environment and people, possible actions, understanding of water sources and their use
  • (It’s noted that each of the learning session of sections 2 and 3 will last a maximum of12 minutes, including a summary of interactive knowledge-check and will contain special tips for children with disability who are alone during an emergency situation. The number of learning sessions may change depending on the results of consultation with children and teachers. It will also contain tips that parents or teachers can use to support children including children with disability, to effectively learn and follow during and after each learning session, as well as integration of elements in regard to child safeguarding to prevent gender-based violence, child protection risks, issues of mental health. During and after natural disasters in each learning session when appropriate and possible).
  • Responsible for testing the beta version of digitalized DRR/CCA materials with children, their caregivers and teachers.
  • Work closely with e-learning solutions consulting firm hired by Save the Children to make necessary adjustments based on the feedbacks of end-users after the testing activity.

Experience and skill set required

  • Master degree in Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA), PhD degree is preferred.
  • Demonstrated experience of providing similar services in Vietnam, especially in the context of Central provinces and Mekong Delta regions and with ethnic minority and disadvantaged groups.
  • At least 5 years of work experience in developing DRR/ CCA learning materials for children, especially children with disability
  • At least 5 years of work experience in gender related studies/ work
  • At least 5 years of experience in conducting quality survey with children in the last 10 years
  • A good understanding of local culture and context is an asset.
  • Being good at reading English would be preferred
  • Ability to produce quality work within deadline and under pressure
  • Experience in a conflict setting considered a strong attribute

Expected Deliverables

The selected consultant will be required to deliver the following deliverables to SC:

  • Deliverable 1: Proposal and tools in Vietnamese for the consultation and testing DRR/CCA learning materials.
  • Deliverable 2: 1st draft content in Vietnamese for contents for digitalizing DRR/CCA learning materials.
  • Deliverable 3: Relevant minutes and Findings for consultation and testing with children, teachers and parents in addition to products of primary data collection including all audio files, transcripts, observation note notes.
  • Deliverable 4: Final contents of digitalized DRR/ CCA learning materials in Vietnamese
