Individuals / Institutions for Partners Capacity Development (PCD) Program - funded by USAID

USAID/Vietnam has recently awarded a 5-year program to the Institute of International Education (IIE) to assist selected Vietnamese organizations build their management capacity and improve their performance.  In order to best build this capacity, the program will select several key local “collaborating partners” (institutions or individuals) that will learn and apply the methodology used to improve performance in other Vietnamese organizations.  This call for EOI is to select those local collaborating partners.

Purpose:   To select several institutions and/or experts with experience in organizational development, capacity-building or business consulting to partner with the IIE team to learn the Human and Institutional Capacity Development (HICD) methodology that will be used to improve performance in Vietnamese institutions that work on USAID-funded activities.  The emphasis is on building the management  capacity of an organization’s internal systems rather than the technical expertise needed to deliver services. 

Eligibility:    Vietnamese organizations or individuals with experience in assisting other organizations build their internal capacity and improve performance. 

Qualifications:

  • 5 years experience (either an individual or institution) working with client organizations, especially local NGOs, COBs and CSOs to help them improve their management systems
  • Familiarity with diverse development sectors, such as governance, economic growth, health (HIV, the disabled, etc.), education and natural resource management (climate change, agro-forestry, etc.) desired.
  • For institutions: financial systems established and audited, past performance record;
  • For individual consultants: demonstrated experience working with organizations as an external consultant or similar activity
  • Fluency in Vietnamese and English required for the key personnel designated by an institution submitting the EOI, and for the individuals submitting their CV. 

Instructions:

- Institutions: submit an Expression of Interest in English that includes the following information:

  • Background on the organization
  • Past Performance Experience showing how the institution meets the qualifications
  • Paragraphs describing the key personnel proposed for this work
  • CVs of up to 3 personnel proposed (to be included in the Annex)
  • Maximum length of text :  5 pages (not including the CVs)
  • An Annex may include the CVs of up to 3 personnel proposed and information on the organization.

- Individuals:  submit a 1-page cover letter describing how you meet the qualifications and why you want to be considered, followed by a CV. 

Submit the Expression of Interest (for institutions) or Cover Letter and CV (for individuals) by email to:  [email protected]  before September 26, 2014 at 5:00 p.m.  No telephone inquiries will be accepted or questions answered.  Vietnamese organizations and individuals residing anywhere in Vietnam are invited to apply. 

The IIE will review all submissions and develop a short-list that will be contacted for further information.  The finalists will be asked to submit a more detailed Proposal responding to a Request for Proposal that contains a full Terms of Reference.  The IIE will then select the winning organizations or individuals and enter into an agreement to provide the requested services.  This request for Expressions of Interest does not obligate the IIE to enter into any agreement with any institution or individual.  IIE encourages submissions from women-owned organizations and women consultants.
