Information and Communication Coordinator

We are looking for an experienced and dynamic Vietnamese citizen/person to fill the following position:

INFORMATION AND COMMUNICATIONS COORDINATOR

The post is a fixed-term contract, based in Hanoi but with frequent travel
The Role: To line-manage and coordinate the information, media and communication activities for Oxfam in Vietnam - including Oxfam branding, programming and lobby & advocacy work in the country.
Report to:     Country Director
Staff reporting to this post: Communications intern

KEY RESPONSIBILITIES

1.To act as main media lead and media contact person for Oxfam in Vietnam and in the outside world. 
2.To take overall leadership of communications work for Oxfam in Vietnam, including leading the joint affiliate Oxfam communications team in Vietnam; directly line manage one communications intern.
3.To generate regular, high quality media coverage in Vietnam and internationally of Oxfam’s activities and objectives through proactive and reactive media work.
4.To develop, on the basis of Oxfam media guidelines and knowledge of relevant local and international developments and trends, and in consultation across Oxfam affiliates, an Oxfam media country strategy and action plan and specific media and communication tools and products; to identify new innovative media angles.
5.To proactively establish and maintain relationships with key media and other relevant external stakeholders
6.To support media visits from journalists and all Oxfam headquarters.
7.To contribute to producing and achieving quality, efficiency and impact of Oxfam communication materials (presentations, brochures), publications and efforts in the country
8.Consider and identify potential Oxfam brand risks.
9.To support staff of Oxfam in Vietnam to consistently work within the Oxfam branding standards– including design, use of photos and writing style in English and Vietnamese.
10.To ensure and safeguard the highest quality by completing a final check for all publications by Oxfam in Vietnam and by ensuring that all external communications follow the agreed sign off protocols
11.To facilitate the ability of Oxfam staff to work effectively with the media, by organizing capacity building and information sharing;
12.To review and verify facts in policy and media documents produced by Oxfam in Vietnam as needed;
13.In consultation with the Country Director, to act as needed as public spokesperson by liaising with media and other external parties and give interviews.
14.To keep to date Oxfam sites for internal and external audiences.   
15.Seek case studies and stories within Oxfam and partners as input for media and communication objectives and in line with Oxfam in Vietnam strategic goals.
16.To ensure data, publications, press releases, media and communication work, and multimedia materials are archived appropriately in an easily retrievable electronic based system.
17.To lead on internal communications within the Oxfam office, including for instance the production of a monthly internal newsletter.
18.To take part in the country GROW campaign team and ensure media work for GROW is managed by the comms team in line with the agreed strategy and protocols
19.To lead and coordinate Oxfam’s humanitarian media and communication work during emergency responses.

Internal contacts:    

- With the Country Director, and other senior staff on all aspects of programming, and lobby and advocacy relevant to media; as needed on sensitive brand issues, with the CD on sign off of media and external communications products
- With the Communications Department in the HQs of managing, implementing and contributing affiliates to share information
- With Programme officers for linking and learning from programmes, programme and projects co-ordination and input in policy, strategy and product development
- With the cross Oxfam communications team, with Vietnam CLT and with the OI global Media group in developing and implementing an Oxfam in Vietnam communications and media strategy

External contacts:    

- With key stakeholders and relevant (international) organisations to keep informed of current political/economic/social developments in the regional context and in areas that could have impact on our programmes
- With Oxfam partners, national NGOs and CSOs, INGOs, authorities, media, regional institutions, researchers in the country with regard to media work and communications work, campaigning and lobbying, regional policy and civil society support
- With a network of journalists in Vietnam.
- With external donors, HQ marketing and fundraising departments, and consultants with regard to programme implementation and reporting, at the request of the Country Director or CLT

SKILLS AND COMPETENCE

Job Specific Competencies
- A minimum of five years of work experience as a Media Officer, ideally in relation to development cooperation.
- Qualified to at least Bachelor degree level in a relevant field
- Broad knowledge of relevant thematic areas (human rights, rural livelihoods, gender, lobby and advocacy).
- Excellent verbal and written communication skills in English and Vietnamese
- You have demonstrated ability or experience in finding new creative media angles.
- You have a good understanding of the Vietnamese context.

Behavioral Competencies
- You work well in a team and have outstanding diplomatic, social and intercultural skills.
- You are able to negotiate effectively among diverging viewpoints; you have leadership skills and experience with coordinating various actors on different levels.
- Knowledge of the NGO sector is an asset; a natural networker with substantial experience of building relationships.
- Experience in working with or developing capacity of grassroots and national NGOs in advocacy and campaigning.
- Willingness to travel, including into disaster areas during emergency responses.

Gross Annual Salary Range: VND478,755,174 -  VND718,132,761
