Information Technology Support Specialist

Chemonics International is immediately seeking qualified Vietnamese national candidates for the U.S. Agency for International Development (USAID) Governance for Inclusive Growth assistance program in Vietnam. We are seeking IT support candidates to support the Government of Vietnam’s efforts to facilitate broad-based, sustainable growth.

Information Technology Support Specialist

  • Ensure availability of necessary computer hardware and parts, diagnostic and repair equipment, and general maintenance supplies for GIG office(s), coordinating as needed with Chemonics’ home office.
  • Recommend, design and implement anti-virus and information security strategies as needed, and assist staff as needed in use of anti-virus software and protocols for GIG computers.  Monitor Network traffic and recommend necessary upgrades and/or system improvements to ensure both functionality and information security.
  • Troubleshoot and maintain Internet connectivity, E-mail delivery, monitor bandwidth usage, install and maintain server, and recommend upgrades when required.
  • Manage user permissions, domain accounts and e-files, software installation, CD-Rom, Zip drive and other IT resources usage.
  • Respond to staff service calls and requests as a first line of technical support, gathering information to resolve problems and arranging for additional technical support if and as needed, in coordination with the Operations and Grants Director.
  • Perform and maintain basic network functions, including daily backups, file restoration, and UPS operational checks.
  • Install and manage a LAN server network. Establish mechanisms for secure file storage and mirror LAN server with cloud data solutions.
  • Establish innovative program management and implementation software and procedures, including possible online project management systems and internal databases. 
  • Troubleshoot printing and other IT-related problems, and arrange for external support if needed.
  • Assist staff as needed with file conversion from other formats, and other basic IT needs.
  • Provide guidance to GIG staff and/or grantees in developing specifications for IT-related supplies or equipment that will be procured through GIG activities.
  • Perform role of lead email and account administrator for the GIG project.
  • Undertake other duties as assigned by supervisor.

Qualifications

  • At least three years demonstrated relevant experience with IT systems and computer applications relevant to GIG requirements.  This may include IT systems management, software design, Database applications, or others. 
  • Experience working on donor-funded community development projects in Vietnam is strongly-preferred, as is experience working with local non-governmental or community based organizations. 
  • Demonstrated knowledge of Vietnam IT service providers and IT infrastructure requirements.
  • Strong familiarity with computer applications used by the GIG program, including word processing, spreadsheet and Database applications. 
  • Ability/willingness to travel throughout Vietnam on a regular basis.
  • Ability to work effectively with other GIG staff, local partners, and service providers.
  • Ability to liaise, mentor, and work with GIG grantees and stakeholders as needed and in furtherance of GIG objectives.
  • Education Requirements: Bachelor’s degree in a relevant field required. Coursework, certifications, and diplomas in related technical fields of study.
  • Language Skills: Fluent written and spoken English and Vietnamese required
