Institute for Direct Beneficiary Monitoring and Reporting (DBMR) System

In partnership with MOLISA as the key Government of Viet Nam partner, and its Bureau of Child Protection and Care as implementing focal point, the International Labour Organisation (ILO) is implementing the new project on “Technical Support for Enhancing National Capacity to Prevent and Reduce Child Labour in Viet Nam” (2014-2019) with the financial support from United States Department of Labour (USDOL).

Based on the ILO’s Guidelines on Monitoring and Reporting on direct beneficiaries and Comprehensive Monitoring and Evaluation (CMEP) guideline, the ILO- ENHANCE project will:

  • Build capacity for labour sector’s officials and collaborators from provincial to district and commune levels who will potentially participate in operating the project’s Direct Beneficiary Monitoring and Reporting (DBMR) system with the focus on the following contents: identifying the project’s child beneficiaries and their families (direct beneficiaries), profiling direct beneficiaries; storing data and ensuring data security; using application to entry data, certifying data, monitoring service provision for direct beneficiaries, reporting on children and the status of their families; and
  • Develop and operate an electronic DBMR application to manage and monitor the progress of direct services to the beneficiaries from the time of baseline survey to the end of the project.

To achieve the above objectives, the ILO-ENHANCE will get the involvement and technical assistance from an experienced and qualified institution to complete the following tasks:

  • Develop the electronic DBMR application to meet the project monitoring and reporting requirements
  • Develop DBMR’s operational guide
  • Train for relevant partners and DBMR collaborators based on the developed DBMR operational guide
  • Provide technical maintenance service to ensure the operation of the electronic DBMR application throughout the project’s life.
