Institutional Funding Officer /Program Officer

In Vietnam, Oxfam is recognized as one of the leading international NGOs, especially in rural development, disaster risk reduction and humanitarian response, civil society development, ethnic minorities, and women’s empowerment.

Oxfam Novib is member of the Oxfam International confederation and started programmes in Vietnam since the early 1990s. Together with other Oxfam affiliates we implement one Oxfam country programme, to increase our impact. 

For our country office in Hanoi we are looking for an experienced and dynamic Vietnamese citizen to fill the following position: Institutional Funding Officer /Program Officer

Purpose of the function

This is a combination of 2 part-time jobs both with different tasks and responsibilities:

Funding Officer:To establish, implement and maintain the Oxfam country funding program strategy and country funding plan, including resourcing for development, humanitarian and policy/advocacy work in order to increase Oxfam income from institutional donors - both across Oxfam affiliates in Vietnam (about 20% of role) and in particular for Oxfam Novib (about 40% of role)

Programme officer (PO) is responsible for the delivery of the relevant part of Oxfam Novib contribution to the Oxfam Joint Country Analysis and Strategy (JCAS).This post reports to the Oxfam Country Director.

Main tasks

* Institutional funding officer tasks

- On behalf of all of Oxfam in Vietnam (20% of role)
- Maintain the country donor mapping and, together with other relevant Oxfam staff, deliver and build upon the country funding strategy in line with the identified Oxfam wide country strategy for Vietnam;
- Manage funding processes according to Oxfam fundraising standards, including quality control of funding processes and communications; recommend changes to Country Leadership Team on processes and brand risk management.
- Co-ordinate and manage processes for Oxfam to respond to key funding opportunities in country.
- Ensure sign-off of donor proposals according to agreed Vietnam Oxfam processes.

* On behalf of Oxfam Novib (40% of role)

- Identify opportunities for fundraising with institutional donors and private foundations.  Maintain contacts with embassies and other donor institutions and make continuous investments to expand the network;
- Monitor the performance of the Oxfam Novib Vietnam field office on external funding in consultation with Oxfam Novib funding staff in the region and in HQ
- Inform and advise the Oxfam Novib country team on new funding opportunities (donors, budget lines, Calls for Proposals), on the basis of information obtained from the network of donors and other relevant contacts and advise on how to follow-up on these opportunities;
- Analyse Oxfam Novib concept notes and proposals on consistency, completeness, presentation, relevance to the donor and on the correct compliance with the donor’s demands. In coordination with the Oxfam Novib country team, draft and edit high quality project/programme proposals and timely reports that are compliant to the donor’s demands;
- To advise and provide guidance, including (on-the-job) training to the Oxfam Novib Vietnam team on the process of developing high quality project proposals and report writing.

* Programme officer tasks (40% of role)

- In close co-operation with Field Office team in Hanoi take responsibility for the implementation of the Oxfam Novib country strategy 2011-2015 and programme in Vietnam.
- Maintain direct contacts with partners for the monitoring, evaluation and development of partners’ programmes & their organisational capacities. 
- Be responsible for the identifying, development and management of the portfolio of local partners and projects, which implies that you will submit proposals for approval, spending on counterpart proposals
- Contribute to the development, implementation and monitoring of the annual contract. You report to the Associate Country Director on the progress made in the annual plan, both related to the Oxfam - Novib grant management and program development, and you will also coordinate the communication around this.
- Actively engage in discussions with partners and other stakeholders on fostering external funding opportunities and where needed develop programs with partners and others.
- Signal opportunities for local co-operation and (back-donor) financing that contribute to the goals of Oxfam (Novib) and you will develop and maintain partnerships. This includes the development and - implementation of projects and programmes that (potential) back-donors (could) finance
- Provide for the appraisal of project progress reports, ensure feedback to partner organisations & monitoring of agreements, and ensure registration in our administrative system.
- Initiate and facilitate activities concerning knowledge & information management with local partners to strengthen the effectiveness and implementation of programmes and lessons learned.
- Facilitate the networking between partners and relevant external actors like knowledge & research institutes, and initiate and facilitate reports and any publications in this area.
- Be responsible for identifying, organising, facilitating and if needed monitoring of the capacity building processes for partners on your specific theme.
- In close collaboration with others Oxfam teams, contribute to the implementation of Oxfam Joint Country Analysis Strategy (JCAS).

* You

- have a relevant education at academic level, preferably in a development-related field;

- can demonstrate several years of relevant working experience in similar positions, ideally encompassing both programme management and fundraising, and have an affinity with international development issues;familiarity with the rights based approach and a commitment to a gender sensitive approach; 

- have direct experience working with non-governmental organisations, good insight into their management systems, and are knowledgeable about the contribution they can make in development and in strengthening civil society;

- are knowledgeable about the key issues in Vietnam have good communication skills and fluent command of English both in writing and speaking.

- are willing and able to travel to remote areas of Vietnam, and potentially within the SE Asia region;
- have experience with project work and the use of computer programmes (MS Office).

3*  having a relevant thematic specialization is an asset;
4*  experience with a range of donor projects a plus;
